Russia will simplify the issuance of a residence permit to foreign IT specialists
The Russian government has developed a draft amendment to the law “On the Legal Status of Foreign Citizens in Russia”. In particular, the Ministry of Internal Affairs interacts with the Ministry of Labor of foreign countries with IT specialists working in a simplified mode. The project has already been considered by the profile commission, sources report that it has already been approved.
According to RBC, it is assumed that foreign IT specialists who are already waiting to work in domestic IT companies with state accreditation do not receive temporary residence permits to obtain a residence permit. At the same time, if within 30 days after the termination of the employment contract, the employee does not find a specialized job in another organization with accreditation, he will lose his residence permit.
It is known that at present, in order to obtain a residence permit, it is necessary to live in Russia for at least a year – with a temporary residence permit, with some exceptions determined by laws. The amendments allow the involvement of a large number of IT professionals without obtaining permission to use foreign specialists. At the same time, visiting personnel are able to work without special permission or a patent. As a result of infection at the place of residence according to a simplified procedure.
At the same time, it has already been noted that, as a result of the examination of the document, the discovery of the type observed in the simplified fact in an employee of IT companies, from cleaners to accountants, psychologists and personnel specialists, of an outstanding attitude to IT, was revealed. According to RBC, representatives of the state-legal department of the President of Russia and the department for constitutional rights of citizens drew attention to this.
The idea of issuing a residence permit among foreign IT specialists is met not only with high-level sanctions pressure and the outflow of qualified personnel abroad – at that time, ideas were voiced last spring to recruit personnel for the Russian share. At the beginning of 2021, the deficit of qualified IT personnel was estimated by the Ministry of Digital Development from 500 thousand to 1 million people per year, and in connection with the events of 2022, the outflow of specialists from the country increased. According to some reports, more than 100 thousand people with transitional qualifications could leave the country in recent months. However, according to reports, many of those who left are beginning to return, family members welcome the arrival of their foreign colleagues as well. The country is already implementing a number of measures to support the IT industry. For example, a deferment from military service is provided for a number of specialists from accredited IT companies.
However, many believe that in an environment where IT workers often work remotely, the possibility of a simplified procedure for obtaining a residence permit is unlikely to have a significant impact on staffing. However, a possible possible arrival from Belarus, Kazakhstan, Uzbekistan, Ukraine, Moldova, will currently go through a number of rather complicated procedures to obtain legal status.
Thus, Softline expects that the recruitment of employees from abroad will expand the mobility of Russian-speaking labor resources and enrich the domestic labor market. According to some experts, during the discussion it was about attracting specialists from neighboring countries, there was no talk of attracting specialists from Europe and more exotic places.
