“Prague inevitably needs a metropolitan plan. On the one hand, because the operation of the existing one is incredibly expensive, but above all so that Prague can develop healthily and sustainably, and at the same time the existing values of the city are much more protected,” explained Petr Hlaváček (for TOP 09), First Deputy Mayor for Territorial Affairs, at the opening of the exhibition development.
According to its creators, the new zoning plan primarily unblocks the possibility of new housing construction, especially in brownfield sites, i.e. spaces that are usually non-functional or unmaintained, but are already networked and often well served by transport. It is in brownfields that the city sees potential, because according to the plan, the metropolis should not expand further.
At the same time, the new plan is set to protect nature in the city in the future. Areas with greenery and natural elements are defined in it, and non-buildable areas, parks and even areas for gardens are precisely distinguished.
15 minutes city
An important task of the plan is to enable the transformation of individual city districts so that they come as close as possible to the ideal of a 15-minute city in the future. In other words, in the future, the amenities of individual city districts should be such that their residents do not have to commute more than a quarter of an hour for any need.
In the future, Prague will also improve public spaces, which are marked in the plan along with their character and purpose.
Condition only up to a certain height
The big novelty of the new form of the spatial plan is the height regulation. In the future, the city wants to provide developers and builders with clear information about what the limits are for the height of buildings in each specific location.
In this way, he wants to achieve not only a uniform appearance, but also to protect rare and unique views.

In its new form, the plan describes Prague through logical units, localities. Further, more detailed information about their character, function and future purpose is then inserted into them. People have the opportunity to view all this in the new form of the plan.
The public can comment until the end of June
The new plan has been in the making for several years, its first version was already ready in 2019, when it was first mentioned.
Now, after incorporating the first comments, it is being made available to the public so that they can comment on its form as well.

People can do so not only on paper, but also online, via a web application or via Pražana portal.
“At the level of the entire Czech Republic, this is a completely unique path that Prague is taking, also with regard to the convenience and participation of citizens,” emphasized the mayor of the capital Zdeněk Hřib (Pirates).
“We also managed to meet the residents of the city districts and associations. Completely beyond the scope of the normal procedure, we provided the provision of a set deadline for publishing and commenting on the plan for a double period,” he added.
People can comment on the new form of the city plan until June 30.
Exhibition and information tour
The exhibition, curated by architect Martin Hejl from the Loom on the Moon studio, takes place in the black and white hall of CAMP.
It is designed in such a way as to interest both lay visitors, who will get to know the future of the city in particular, and experts, who can study the entire documentation of the plan.
As part of the exhibited plan, there will also be two public hearings, when the plan will be explained to the public by its authors, until May 30 and June 23.
Visitors to CAMP can attend lectures that present the individual principles of the Metropolitan Plan, attend a guided tour of the exhibition or go on a guided walk, where two phenomena of the plan will be explained – horticultural colonies and housing estates.
In addition to the exhibition, the IPR (Institute for Planning and Development of the Capital City of Prague) is planning an informational tour of the city’s districts, starting on May 9, together with the capital city.
Everyone could come and ask about a specific location in the vicinity of their place of residence. The first place where the white information container will be placed is the area behind Prague’s Quadrio.

“In total, we will visit 12 locations in Prague with our container, as well as nine shopping centers with an info point. The public can come and ask the main questions about the Metropolitan Plan near their place of residence,” he added.
What will be next
After the public discussion, all submitted comments will be evaluated and the authors of the plan will incorporate the results into its new form.
If, on the basis of the comments, no major amendments to the proposal are made, the creator of the plan, which is the department of territorial development of the city, will submit the revised form to the council and the council for approval. This should happen in the course of 2023.
If the draft plan is significantly changed based on comments, its public discussion will be repeated and citizens will be given another opportunity to comment on the modified draft. This time, however, it will only be about its modified parts.
