Fiftieth anniversary of the second Statute of Autonomy: mission to Vienna
The rich calendar of events continues to frame the second autonomy, its dynamics, its criticalities, its development prospects. On April 26th, at 6 pm at the prestigious headquarters of the Diplomatic Academy, the Committee for the fifty years since the second Statute of Autonomy, in collaboration with the Academy and the precious contribution of the Embassy of Italy in Vienna, will they will hold the conference and debate with the public “Alcide De Gasperi: from deputy in the Reichsrat to European integration”. The event is part of a more working agenda that the president of the Autonomous Province of Trento meets in the Austrian capital with some of the highest offices of the Austrian institutions with a view to promoting a further strengthening of bilateral relations with the Austrian Republic.
The Vienna event, which will see the presence of his excellence Stefano Beltrame ambassador of Italy in Austria, of the ambassador Emil Brix director of the Diplomatic President Academy of Vienna, as well as of the Autonomous Province of Trento and Angelino Alfano president of the De Gasperi of Rome, foresees the interventions of Giuseppe Ferrandi, director of the Trentino Historical Museum Foundation, Andrea Di Michele, of the Free University of Bolzano, and Sylvia Kritzinger, of the University of Vienna.
The institutional mission of the Autonomous Province, organized with the support of the Italian Embassy in Vienna, foresees an intense two days of work with meetings with important State officials and Austrian regional institutions. Visits to the Mauthausen Memorial and Mittendorf, the “wooden city” where thousands of refugees from Trentino were displaced during the Great War.
The Statute of Autonomy is the constituent charter of the Region: it contains the indications regarding the organs of the Region, the two Provinces and above all the competences, it is the basis of the entire architecture of Autonomy. The one applied today is the Second Statute – the first is from 1948 – which was definitively approved by the Italian Parliament in 1972. The Second Statute, which transferred most of the competences to the Provinces of Trento and Bolzano, was fully applied in 2001 , with the reform the reform of Title V of Part II of the Constitution, contained in Constitutional Law 3 of October 2001.
To promote a broad discussion inside and outside the institutions, the last Committee was set up chaired by Giuseppe Ferrandi, director of the Trentino Historical Museum Foundation. There were many events organized over the course of 2022 jointly by the Province, the Provincial Council and the Foundation, as well as the University of Trento and Euregio Tirolo-Alto Adige-Trentino and other institutional subjects.
That of Vienna is an important stage of this path, a further appointment will be held in Rome, then in June the final conference at the Buonconsiglio and finally in Brussels, with the delivery of a policy Recommendation document to the three presidents of the territories that make up the Euregio, Tyrol, Alto Adige and Trentino, before the initiatives planned for 5 September Autonomy Day.
