The province adheres to the Fisu and the Observatory on organized crime
Yesterday afternoon, in the seat of the Province of Rimini, an open session of the Provincial Council was held on the issues of legality and urban security. The Provincial Council unanimously approved the membership of the Province of Rimini in the Italian Forum for Urban Security (FISU) and in the Provincial Observatory on Organized Crime. The open session, held in a mixed session, saw the participation in the presentation of representatives of our territory and of numerous subjects of the subjects signed by the Pact for Labor of the Province of Rimini (PLC) and was preceded by the presentation to the councilors of the Report of management of the financial year 2021 which will be submitted to the vote of the Council in the next session. The President of the Province, Riziero Santi and the manager of the Administrative Area and Policy Service for the Legality and Security of the Territory, Ivan Cecchini, introduced the work of the Open Council, who proudly welcomed the return of the Authority to the center of issues today more than ever fundamental for civil coexistence and the quality of life of our cities. A certificate of return from the path that goes from the PLC, and in particular to the Pact for the promotion of legality, safety and quality of work in the contracts of the province of Rimini being defined, upon joining the Italian Forum for Urban Security (FISU) and the Observatory on Organized Crime. Adherence to the latter is in reality a return of the Province, which after having created it had left it due to the Delrio reform, and is a permanent project of knowledge and deepening of the phenomena of organized crime in the Rimini area and of promotion and dissemination of the culture of legality. Work that, for the City of Cities Province, is committed to developing good practices for safer cities and guides for a safety policy based on integrated scientific knowledge of the phenomena and on a balance between prevention and repression. The head of the Urban Security and Legality Area of the Emilia-Romagna Region, Gianguido Nobili, and prof. Roberto Cornelli, professor of criminology at the University of Milan Bicocca, brought to the session their great theoretical heritage and experience on urban security in terms of technological innovation and models tested at national and international level. Security is in the social pact, founding of modern states, but today more than ever the theme of knowledge is fundamental, a knowledge that faces a reality in which the concepts of local and global overlap, increasingly complex to decipher. A knowledge that requires not only an interdisciplinary approach, but also shared experience, so that knowledge is not separated from action, but is an active knowledge. Security is a politician, it is the place where institutions meet the real needs and also the fragility of people, therefore the relational aspect of security is never lost, which is why knowledge is so decisive. The same prof. Cornelli has announced a series of meetings for May, organized by the Province of Rimini, entitled “There is no security without knowledge”. The point of view of the administrators was expressed by the councilor for legality policies of the Municipality of Rimini, Francesco Bragagni, by the mayor of Prato and president of FISU, Matteo Biffoni, and by the mayor of Bellaria-Igea Marina and vice president of FISU, Filippo Giorgetti. Space, therefore, for the experiences of the Municipalities with an examination of aspects such as, once again, the importance of knowledge and networking, forecasting (with inevitable repercussions on urban planning choices, an area in which the importance of tenders was highlighted of urban regeneration), prevention (raising awareness especially in schools), supervision and repression. The conclusions were entrusted to the provincial security delegated to Legality and Giuliano Zamagni, who reiterated how and legality are issues without true geographical boundaries, which need to network with integrated synergistic policies. In line with what was stated by prof. Cornelli, Zamagni underlined that, since urban safety is a public good, people’s needs must be intercepted and understood to ensure the livability of cities, starting with urban planning choices. Finally, the Provincial Council unanimously approved the membership of the Province of Rimini in the Italian Forum for Urban Security (FISU) and in the Provincial Observatory on Organized Crime.
