Toulouse. Tisséo is buying land along the future metro: here is the money the owners are taking away

While Tisseo has just obtained environmental authorization from a commission of inquiry for its project for a 3rd metro line which will link Labège to Colomiers at the end of 2028, the project is making concrete progress on the ground.
In addition to the network diversion works that can be followed in the four corners of the agglomeration, Tisséo continues to buy plots or subsoil from individuals or companies located along the 26 kilometer route.
For two years
The process, launched in September 2019, has therefore lasted for more than two years.
Wednesday April 13, 2022, Tisséo voted again 70 deliberations allowing him to acquire land for the sum of 6.3 million euros. These out-of-court land purchase procedures relate to land on the surface and from the depths.
What is the depths?
The subsoil is defined by the Larousse dictionary as the mineralized basement of a ground fund. Article 552 of the Civil Code provides: “Ownership of the ground includes ownership of the top and bottom”. The owner of built land may therefore be subject to an expropriation relating solely to the basement of the built building, at depths of less than ten meters or more in the context of the construction of railways. underground.
70% of acquisitions viewed
“To date, out of the 875 subsurface acquisitions required by the project for the 3rd metro line, nearly 70% have been feared”, indicated Tisséo on Wednesday April 15.
For surface and underground property combined, Tisséo had to process more than a thousand files at the end of the takeover procedure.
70 million euros in total
And in total, the mixed transport union of the Toulouse conurbation will provide 70 million euros. Not a trifle although the metro project costs 2.7 billion euros…

Variety of files to be processed
The sums collected are as variable as the characteristics of the files handled, depending on whether the land is located on the surface or underground, according to the dimensions or according to the consequences of the crossing of the line for the owners.
In recent weeks Tisséo has nevertheless handled large files with, as a result, large envelopes.
A buyout at 2.9 million euros
On Wednesday April 13, Tisséo, for example, recorded the takeover of a 16,579 m2 right-of-way on the Labège side. A piece of land that belongs to Sicoval and where the community was headquartered until a few months ago. This is where the terminus of the future line must be established. To acquire this strategic property, Tisséo will pay 2.9 million euros to Sicoval.
Compensation for Carrefour: 3.2 million euros
Still in Labège, the metro will have consequences for the Carrefour since the 3rd line will pass right through the parking lot of the shopping center. One of the stations will itself be established at the level of the car park. And before that, it is the work that will take place on part of the car park.
On February 16, “in compensation for the damage suffered as a result of the works”, Tisséo undertook to pay the sum of 3.2 million euros to Carrefour.
Most often, the amounts of transactions do not reach millions. “It can range from a few tens of euros to several tens of thousands of euros”, dixit Jean-Michel Lattes, president of Tisséo.
Houses, businesses expropriated
In recent months, housing complexes have had to be bought to be demolished.
A 99m detached house2 located on the right-of-way of the future Bonnefoy station had thus been purchased by Tisséo pay 102,640 euros.
A plot of 1400 m2 used by a business had been bought €314,500 near Colomiers. Also in Colomiers, a business had been expropriated for nearly 100,000 euros and an owner of several buildings located just opposite the Colomiers SNCF station, the site chosen to become the terminus of the 3and online, had sold his property for the sum of 588,400 euros.
In Toulouse, the Maison de la Peinture was among the first brands to be expropriated. It has already reopened elsewhere even before the start of the civil engineering work on the metro.
Trefonds: various sums at stake
To allow the metro to pass under the houses, Tisséo pays money to the owners. From 2019, the latter were informed of the procedure and received financial proposals from Tisséo.
These Toulouse residents received from a few tens of euros to a few hundred euros depending on the influence of the future metro on their land. This money enabled Tisséo to obtain a public utility easement.
Clearly, through this easement, Tisséo can now use the subsoil of these owners to pass the tunnel boring machines during construction. This easement, on the other hand, leaves full ownership of this subsoil to the owners.
A few hundred euros
As regards the purchase of some 800 plots located on the route, Tisséo was used for half of the files (about 400) for public utility easements, ie the least expensive option.
Example with this owner who will touch 1890 euros for a depth of 220 m2 from the side of the Bonnefoy district or another that will touch 1232 euros for a depth of 176 m2 near Colomiers.
The price, depending on the surface
If the area increases, the sum also increases. Example with this owner of several plots, for a total area of 1.9 hectares, who will receive more than 20,000 euros.
These deliberations therefore made it possible to deal with the land acquisitions necessary to carry out the infrastructures but also made it possible to set the terms of temporary occupation to carry out the work.
Temporary occupation also pays
In this context, the National Polytechnic Institute of Toulouse (INP)) will receive more than 28,000 euros to make some of its land available to Tisséo for the duration of the works.
The owner and the tenant of a plot of 1767 m² located northwest of Toulouse will also receive money because Tisséo will occupy their plot.
The owner will receive an annual compensation of 15,019 euros when the tenant will receive an annual compensation of 2,980 euros.
“The majority of acquisitions before the works”
“So far, all of these deliberations reflect amicable agreements with the owners. Expropriations will take place to decide that the judge will decide in the coming months on the amounts of the acquisitions based on the Declaration of Public Utility. The majority of the acquisitions to be made for the start of the works,” concluded Tisséo.
