The first and delicate phase in the life of the Giunta Manfredi

The very recent visit of the Prime Minister Draghi to Naples marks the first very delicate phase in the life of the Giunta Manfredi. The national government has not been insensitive to the cry of pain of the ancient capital of Southern Italy, acknowledging the requests coming from both the municipal administration and civil society and perceiving, at the same time, the impossibility of being able to manage the res publica in a city ​​weighed down by the burden of an enormous debt. The measure implemented follows similar interventions put in place, albeit by previous Governments, for other cities, and is based on Law 234 of December 2021 passed in support of the capitals of metropolitan cities, recognizing, if they present a per capita deficit exceeding 700 euros , a global contribution, to be spread over the period 2022-2042, for a total of € 2,670 million.

In order to access a providence account, which was launched by decree of the Ministry of the Interior, the Municipality signs an agreement in which it undertakes to give life to a series of interventions which, making use of the bank and the leverage generated by the intervention of the Central Government, allow, in the long term, the recovery of the citizen’s budget. The question therefore arises: what now? Now the interventions that the Administration solemnly intends to carry out in two phases can be implemented; a more stringent one in the medium term, or in the next 60 months, and a more diluted one that will affect the structural part, in the final sixteen years, of the recovery plan. It should first be specified that the Municipality undertakes to make, with its own contributions, 25% compared to the intervention of the State which will constitute additional resources destined for the debt plan. In March of each year there will be the disbursement of the contribution which provides for the allocation of resources, in the first 5 years by the plan, for 486 million euros, equal to 40% of the entire plan.


For those years, the 25% charge of the Municipality will relate to the entire period, while from 2027 it will be on a yearly basis. Let’s try to quickly describe which are the most important interventions announced and in the direction of which: . The cost of this service will be paid with a fraction, to be defined, of the sums actually collected. Basically a successful commission; we will operate, with diversified maneuvers, on the municipal real estate assets, favoring the disposal of non-functional assets and the establishment, through an SGR with capital, of a fund, called the Naples Section in which to confer, by 2024, the real estate units owned by obtaining the retrocession of 30% of the value of the properties and sharing in the fund with the residual share.

The conclusion of this operation is scheduled for the end of November 2024. Furthermore, we will aim at the revision of the rents for the active rents that will be increased and the passive ones that will hopefully be decreased; we will intervene on the universe of investee companies, favoring the creation of common functions between them and the construction of agreements with other successful public companies, obviously leaving the employment levels unchanged; – in the two years 2023 and 2024, the municipal surcharge on IRPEF will be increased by 0.1% for each year, raising the “no tax” area from 8 to 12 thousand euros; in addition, an airport boarding tax of 2 euros per passenger will be introduced from 2023; – the staff assigned to the collection and management of the real estate assets of 100 units is increased, with fixed-term hires, for non-managerial qualifications. A complex and daring transaction will then be launched to settle the balance and write off the commercial accounts, as recorded at 31 December 2020, with payments between 40 and 80% of the credit claimed; this operation to be closed, through procedures with precise deadlines and specific steps, according to what, by the summer of 2022. The value of this intervention is not quantified. The set of measures envisaged should bring, in the intentions of extending effects, estimated at a total of 800 million euros.

This amount is well beyond the 25% that the Municipality called to bring, which amounts to 300 million euros. The estimate indicates the willingness to leverage very useful virtuous will constitute a profit for the municipal policy makers in the future given, the hoped-for, early achievement of budgetary consolidation. Lastly, and not insignificant, the commitment to increase investment expenses by 113 million euros with respect to what is already foreseen in the PNRR is recalled. Basically a complex plan, in which it is noted the will to produce a strong push for its implementation in the first 4 years, that is, in the life span of this junta. The question will it succeed? There are many unknowns and pitfalls along the way; even if the hope is strong, sincere and inalienable, that we will set out for recovery.
