April 9th. Interfax-Russia.ru – The parameters of preferential mortgages for new buildings can be adjusted based on the results of an analysis of the first weeks of issuance, said Nikita Stasishin, Deputy Minister of Construction and Housing and Public Utilities of Russia.
“Given that the key rate has dropped to 17%, (…) We now control the market for issuing allowable mortgages, we are transferring them to the supervising Deputy Prime Minister Marat Khusnullin, therefore, exceptional decisions will be made in the near future after the analysis,” Stasishin said. reporters on Saturday.
He explained that the proposed decision on the position is 12% and is calculated by the amount of limits based on the situation at that time (the key rate is 20%).
“We agreed that after the start of issuance, we will consider for a month how the program will work, how much it will be in demand by citizens, after which we will make a decision on adjusting the program,” the deputy minister said.
Given this need, Stasishin does not see mortgage benefits in further clustering, since even at the federal level there are already four programs with a subsidized stop: the Far East, family and rural mortgages, which remained unchanged with the growth of the key position, and preferential mortgages for primary housing.
“Primary subscriber mortgage today works, in fact, on a cluster basis from the point of view of the prospect that it is tied to the average cost of capital in capital,” he recalled.
Earlier, a new decree on the conditions of preferential mortgages was appointed by Russian Prime Minister Mikhail Mishustin. The rate increased from 7 to 12%, the loan amount for four regions with increased housing prices (Moscow, Moscow region, St. Petersburg, Leningrad region) increased from 3 to 12 million rubles, for other regions – up to 6 million rubles.
The conditions for preferential mortgage programs remained unchanged: the rate for the family mortgage program is 6%, the Far East – 2%, the emission – 3%. the maximum loan amount under the “Family Mortgage” is 12 million rubles for Moscow, St. Petersburg, Moscow and Leningrad economy and 6 million rubles – for other regions.
