Three questions to Marion Lalane de Laubadère, deputy mayor of Toulouse in charge of education, who defends the reorganization of the mission of the atsem which will be effective from the start of the 2022 school year. She ensures that the city is currently recruiting around fifty facilitators for the leisure centers associated with the school (Clae).
The Toulouse collective “Parents UnAnim'” challenges you in a long letter to denounce a deterioration of the working conditions of the animators in the CLAE?
I discovered this group. In the list of signatory schools, there is a part that I have always received, during the systematic meetings that we have organized with all the parents elected by the Toulouse school groups. I’m open to discussion but I’m waiting for an appointment. Twice a year, we also hold territory meetings with all elected parents to discuss supervision rates. There are sometimes about 60 parents at these meetings.
The collective calls for the “abandonment” of the reform on the supervision rates?
No, that will not be possible. We didn’t take anyone by surprise. We adopted this reform in June 2021 for implementation in September 2022. The difficulties that there may be in the CLAEs are not directly linked to the modification of the supervision rates [un adulte pour 18 élèves, soit 4 élèves de plus, NDLR], it is rather a problem of recruitment. The supervision rates, moreover, will not apply everywhere because we are missing about fifty animators. Not to mention that a lot of agents are positive for Covid-19.
The city recruits animators according to what criteria?
You need the certificate of aptitude (Bafa). But we want to sustain our recruitments, make them more reliable and have motivated staff. The basic subject is the precariousness of this profession and its lack of interest. We are in the process of structuring an animation sector where we recruit animators at 35 hours, while many municipalities recruit for 22 hours. We help with Bafa training for young people from educational cities who can get closer to the town hall or in the Clae of schools. We recruit for kindergarten CLAE leaders who also provide leisure activities. I do not wish, moreover, to stop the small contracts which serve many students.
