San Marino. Captains Regent Pro tempore: Oscar Mina and Paolo Rondelli
After three trumpet blasts, the Secretary of State for Internal Affairs, Elena Tonnini, made the announcement from the central balcony of the Palazzo Pubblico with the following formula:
By order of the Ecc.ma Regenza pro tempore I announce to the people of the free Land of San Marino that the Great and General Council, sitting today, invoked the assistance of our glorious Patron, for the health and freedom of our ancient Republic, elected Captains Regent for the semester 1 April – 1 October 2022 Oscar Mina II and Paolo Rondelli I.
Oscar Mina
Born on September 24, 1958 in Serravalle, resident there, Republic of San Marino, citizen of San Marino, Professional training: Industrial Expert
Work Experience: AASS technician from 1979 to 1992; AAAS Head of Service from 1993 to 2019; currently retired (since 2019)
Political curriculum: member of the Christian Democratic Party of San Marino since 1998; Member of the Central Council of the PDCS from 2004 to today: Member of the Management from 2010 to today

Paolo Rondelli
Born in San Marino (1963), he served his country over the years as a civil servant and diplomat, up to being Ambassador to the USA (2007 – 2016), Ambassador and Permanent Representative to UNESCO (2016 – 2019), National Commissioner all 56° and 57° Venice Biennale of Visual Arts and at the 17th Architecture Biennale and Director of Cultural Institutes, a position currently held.
Member of the Great and General Council since December 2019, he holds the role of President of the Permanent Council Commission II (Foreign Affairs) and that of Government Mayor. Ẻ member of the National Delegations to the OSCE Parliamentary Assembly and the Inter-Parliamentary Union.
He graduated in Chemical Engineering in 1990 with a thesis awarded by Federchimica for research, and subsequent, all with honors, in Historical Sciences, in Book and Document Sciences, in Cultures and Techniques of Costume and Fashion. He holds a II Level Master in Historical Communication, and a Postgraduate Course in Environmental Sciences and Technologies, all qualifications obtained at the University of Bologna.
He then obtained a Master with honors in Enhancement of Sacred Art and Religious Tourism at the Theological Faculty of Emilia Romagna.
Ẻ author of plays strictly related to social history, gender questions and discrimination. He is also author of essays for specialist journals of the University of Bologna (History and Future) and of the Istituto Storico Parri (Novecento). He has written two books, the first analyzes the history of the battles of the union of them in cultural centers in connection with the local community while maintaining its original function.
He has been a member of the Scientific Committee of the Center for Historical Studies of the University of San Marino since 2022 after having also been part of it in the period 2015 – 2019.
He received the following honors:
2000 – Commander of Melitense of Merit of the Sovereign Military Hospitaller Order of St. John of Jerusalem of Rhodes and of Malta;
2006 – Knight of Merit of the Italian Republic;
2007 – Knight of the Order of Palms Académiques of the French Republic
He loves reading, cinema, theater, art, traditional San Marino ceramics, opera. He considers traveling and confrontation with different cultures as great opportunities for personal growth. For decades he has been dealing with gender rights, equal opportunities, the fight against discrimination, especially if linked to sexual orientation.
He is a member of the Società Unione Mutuo Soccorso for which he takes care of some cultural and editorial activities for the benefit of the members, after having been a member of the Board of Directors for six years.
He is a member of the “Alan Turing” Arcigay Rimini Social Promotion Association, of which he was a member of the Board and Vice President from 2018 to 2021.
