Avtotor, together with the Ministry of Industry and Trade and Rosatom, is going to discover the production of electric vehicles in Russia. They will be assembled in Kaliningrad and equipped with Russian-made batteries. Release of the first stage of consideration for 2023, and a fully remote development process is planned for 2030.
Russia needs domestic electric vehicles
The Avtotor holding began preparing for the production of a pilot batch of electric vehicles with Russian-made batteries. According to the Ministry of Industry and Trade of Russia, the conveyor of the Kaliningrad holding will be launched in 2023. A more exact date has not been set.
According to TASS, the production of batteries for the expected electric vehicles is ahead of the domestic company Renera. It is part of the TVEL fuel company, controlled by Rosatom. This came from the first of the first series of complete isolation of the production of electric vehicles in Russia. Complete this Avtotor process scheduled for 2030.
in a few years, Russians will switch to electric cars with the inscription “Probably Made in Russia.”
It should be noted that Russia came under a ban from foreign states, primarily Western ones. During the period of restrictions by the United States, a ban on the supply of electric vehicles to Russia entered. The American Tesla is one of the players in the electric car market, but it has not opened its representative office in Russia. However, its Model S, Model 3 and Model X are found on Russian roads in significant numbers.
At the state level
The plan to locate the production of electric cars in the Kaliningrad region is part of an agreement signed on March 17, 2022 by the Ministry of Industry and Trade, Rosatom and Avtotor, as well as within the Kaliningrad region. This happened due to the participation of all participants in the German third-party ecological transport in the region.
The obligation includes the placement, organization of production of both electric vehicles and their power systems – Russian traction batteries, their modules and blocks.
According to the Ministry of Industry and Trade, the plan will be implemented in three main stages. The first is the experimental production of electric cars in 2023, and in it the development of the production of charging stations begins.

The second stage is designed until 2025. During this time, it will be necessary to expand the model for the serial production of electric vehicles, as well as the localization of its components.
Finally, the third stage (until 2030) required an increase in the output of electric vehicles. Along the way, the meeting participants should completely localize the production of electric vehicles.
This was signed with the aim of implementing the Concept for the development and results of road transport in Russia until 2030.
Rosatom is ready to act
The Renera company, controlled by Rosatom, has already announced plans to implement its tasks specified in the terms of the agreement. In particular, she intends to build a plant in the Kaliningrad region, where she will be engaged in the production of lithium-ion cells and full-fledged batteries for Avtotor electric cars.

Where exactly the plant will be built, when its construction will begin – there is no information. However, it is already known that it should start operating in 2025 and reach the final capacity within 4 GWh per year.
According to the forecasts of the Ministry of Industry and Trade, the Russian batteries that Renera is going to assemble at their future Kaliningrad plant will not only be used in electric vehicles. “Lithium-ion batteries of the Russian enterprise will find application in electric buses, electric vehicles, and special equipment. A stationary energy storage system will also be produced, crimes in the power grid complex and at industrial enterprises to ensure uninterrupted power supply and cover peak loads,” a ministry spokesman said.
Further plans are not moving forward
In Russia, many companies and concerns, including those with state participation, intend to launch the production of domestic electric vehicles. However, as of mid-March 2022, a mass-produced Russian passenger car is non-standard.
In the direction of passenger electric cars, in particular, the KamAZ automobile plant is looking. The car called Kama-1, defiantly resembling the Oka in size and proportions, was ready for production in November 2020 and was supposed to go on sale in 2021. However, in January 2022, its production was postponed to 2024-2025

In December 2021, the Almaz-Antey concern announced plans to produce a full-size 4.5-meter crossover, which is being specially studied for the production of European equipment, in particular, air defense and missile defense systems, and 100% protection of states. For him, this will be the first electric car and, in general, the first targeted car. Production start dates are not considered.
In November 2021, CNews wrote that the Kalashnikov Concern, a weapons manufacturer, was working on its new electric car. He already has experience in developing machines for electric traction, but they cannot be recognized as comfortable and roomy. In addition, instead of the usual four-wheeled electric vehicles, Kalashnikov is equipped with only attention.

The development of electric vehicles can also be carried out by a smaller company, for example, ZETTA (Zero Emission Terra Transport Asset, “Zero Emission Transport Asset”). She has been working on the three-door City Modul 1 electric car for many years, which is not yet on sale. CNews watched about him at the beginning of September 2020.
On the other hand, Russia has domestic commercial electric transport. At the end of September 2020, the plant assembled the first copies of the GAZelle e-NN commercial electric vehicle.
