“Mobilize the land” to create housing
The housing crisis was once again invited to the Chamber of Deputies on Thursday, at the initiative of Nathalie Oberweis (déi Lénk). “Without an ambitious tax reform, the housing crisis will not be resolved,” declared the elected official, who wanted to “address the subject of land ownership and retention, when housing is the most serious crisis that knows Luxembourg”. According to Nathalie Oberweis, “it is often said that housing problems are the responsibility of promoters, but neither the State nor the municipalities assume their role”.
In response, Henri Kox (Déi Gréng) underlined that Luxembourg “had potential for building housing”, including within the PAGs already voted. “We do not need an extension of the perimeter of building zones, but a mobilization of existing land”, launched the Minister of Housing at the podium. He explained that the government and the municipalities “are aware of the challenge”, before recalling the projects in progress “in Elmen, Mamer or even Dudelange”.
Several speakers, such as Marc Lies (CSV) and Semiray Ahmedova (Déi Gréng), referred to “administrative delays” upstream of housing construction, while Yves Cruchten (LSAP) underlined “the excessive concentration” of land in a few private hands. Henri Kox insisted on the reform of the property tax, “presented by the next speech on the state of the Nation”, so in the fall. “It’s a tool, but there are others, such as the taxation of empty buildings, which the government does not even use”, deplores Nathalie Oberweis.
