Scheinherr (Prague itself): The memorandum on the provision of shared bicycles is intended to ensure better functioning of bikesharing

Rada hl. At Monday’s meeting, the Prague Municipality approved a Memorandum on the Provision of Shared Bicycles in the Territory of the Capital City of Prague. For example, sites will be newly defined where shared wheels will not be allowed to be postponed.
Operators will also submit an operational plan in advance, which will be discussed with the affected city districts or operate a contact point or telephone line, where there will be an opportunity to solve the problems. The approved document will replace the original memorandum with shared bike operators from 2018, which was no longer sufficient for the current parks.
“One of the points of the memorandum is defined as a location where it will not be possible to park shared bicycles so that it does not interfere. Operators must also cooperate with the city districts, keep a list of bicycles or operate a contact point or telephone connection where Praguers or colleagues from the city districts would have the opportunity to solve any problems at certain times. The memorandum also includes, for example, defining deadlines for clearing requests for the removal of poorly parked or broken bikes or introducing a mechanism for penalizing shared bike users who break the rules, ”says Adam Scheinherr, Deputy Transport Officer.
The subject of the memorandum is the joint intention of the capital and the companies operating bicycle sharing services, the so-called bikesharing, to create mutually recognized conditions for the operation of this service in the territory of Prague.

The form of the memorandum was thus consulted with the operators of the new bikesharing from the beginning and the proposal was also commented on by the Municipal Police of the Capital City of Prague. m of Prague by parts of Prague 1 Prague 10, where these services are mostly directed to the city. Reasoned requests and comments were subsequently incorporated so that the bikesharing company accepted them and agreed to sign the memorandum.
One of the new points of the memorandum is defined by sites where it will not be possible to allow the sharing of shared bikes. Thus, localities of all-Prague significance were defined in the first place on the basis of the requirements of the protective services of the Police of the Czech Republic from the point of view of the interests protected by them. Furthermore, parks and gardens of city-wide significance have been added, where the goal is to store shared bicycles inside protected recreational areas. Other similar requirements can then be made by individual city districts towards individual operators.

In addition, according to the memorandum, they will also be required to submit an operational plan in advance, which will be discussed with the city districts concerned. At the same time, the capital is concerned about providing information on the conclusions of their mutual negotiations and also on the ongoing experience with the operators, so that Prague can cooperate with the effectiveness of the memorandum itself on an ongoing basis.
Bikesharing operators will also be obliged to keep a list of bicycles or operate a contact point or telephone line where the public or the city district should be able to solve any problems at least at certain times. The memorandum also includes, for example, defining deadlines for responding to suggestions and staying to clear badly parked or broken bikes or introducing the principle of penalizing users of shared bikes who break the rules.
With the approval of the document, the original memorandum concluded in 2018, which was more general and some points proved to be non-functional, will also be repealed. At the same time, given the problems with the movement of the electric scooter, which even their operators are not able to solve, the new memorandum is intended only for bicycle operators.
An important part of the received material is also the assignment of the Department of Taxes, Fees and Prices of the City of Prague. m of Prague to check the possibility of charging for parking of shared means of transport, ie bicycles and scooters in public spaces in the city. Until now, the capital city of Prague was based on the opinion of the Ministry of Finance of the Czech Republic of 10 November 2020, which made the parking of bicycles and scooters on the sidewalk under the general use of roads, which is free of charge by law.
Currently, however, according to publicly available sources, the Ministry of the Interior of the Czech Republic has confirmed the charging proposal that Hradec Králové has included in its decree. Due to the possible contradiction of these procedures, it is now necessary to check the situation and then, if necessary, use the possibility of a similar introduction of charging in the territory of Prague.
