Prague 11: The council has approved the exchange of land
“In our part of the city there are a number of plots of land that are as part of restitutions, they fell into the hands of private owners as part of the settlement of wrongsThese lands are located throughout the territory of Prague 11 and many of them form a public space, “said Martin Sedeke (ODS), Deputy Mayor of Prague 11, at a meeting.
The shift concerns 180 plots of land in the 11th district. Thanks to it, the city will acquire land in the area of Hviezdoslavova Street and land under roads, under a noise barrier or in the Central Park. For private entities, the plot will belong to the locality in Na Jelinách near the Opatov metro station. Finep wants to build a development project there together with other owners.
According to Councilor Stárek, the shift will be resolved, among other things litigation with restituents that last 12 years. The city district has so far paid a rent of about 15 million crowns a year for the use of land, such as sidewalks or playgrounds. At the same time Prague 11 he will receive 52.6 million crowns in exchange and according to the mayor of Prague 11, Jiří Dohnal (Pirates), the city district could obtain some land, which will belong to the municipality.
Representative Ondřej Prokop (YES) described the change in Prague as a “win for the South City” complete ownership of land at Hviezdoslavova Street, where there are parking lots. “Thanks to this shift, we will protect the car park in the possession of Prague and it will never be possible to build anything on it other than to approve it at the town hall,” said Prokop. The representatives of Prague 11 approved 26 votes out of 37 possible by the proposed bill.
Opposition: It’s disadvantageous
According to opposition representatives from the Movement for Prague 11 (HPP11), the shift is unfavorable for the city district. Finep will primarily benefit from it, said representative Šárka Zdeňková (HPP11). “We will consolidate the lands of Finep and allow us to build up the still green area of Jeleníwhere, according to the old zoning plans, public facilities were to be created, “said opposition councilor Ivana Hovorková (HPP11) at a meeting of the Prague 11 City Council.
The Na Jelenej location, which is delimited by Roztylská, Na Jelinách and D1 motorways, is one of the largest undeveloped areas in the South Town. The municipality had a territorial study prepared for it, which is to determine the parameters of future development. According to the approved document, the development planned by Finep is in line with this study.

There have been disputes between coalition partners in South City since the spring of 2021, and some political entities have subsequently stated that they no longer feel bound by a coalition agreement. The city district, where 77,600 inhabitants live, includes the cadastral territory of Chodov and Háje.
