The Toulouse real estate Observer, which notably brings together promoters from the Ville Rose, has just made public its assessment of the new housing market in the urban area of Toulouse for the year 2021.
“We risk facing a problem of attractiveness”

Several factors to explain this crisis
A new housing crisis that can be explained in several ways.
“There is the pandemic first. The municipal elections then, there is always a drop in the issuance of building permits as they approach and it started particularly early. The cancellation of the PLUIH also played and strongly constrained the issuance of permits. Finally, environmental constraints and actions of consultation with residents who are smokers of the weather.”
Almost 40% less than in 2019
In view of all these constraints, the volume offered for sale and the stock are at their lowest in the Toulouse area. so alone 4,351 homes were put up for sale in the Toulouse urban area in 2021, i.e. 39% less than in 2019.
the metropolitan pact signed by the Metropolis of Toulouse last October is nevertheless a beacon of hope for promoters. It thus provides the construction of 7,000 homes per year on a metropolitan scale. “Elected officials are becoming aware of the problem,” says Jean-Philippe Jarno. “This metropolitan pact is an extremely positive sign: it materializes a desire to build more in depth. »
“We will have to put up the buildings”
The increase in the number of building permits issued in the urban area of Toulouse is the key to supporting the construction of new housing, according to developers. And it will probably also be necessary to build differently.
“We will have to build the buildings a little, estimates Stéphane Aubay, president of Green City real estate. The population will be required to accept buildings in R+5 or R+6. It is very common in other cities. »
Taller buildings that consume less land. The net artificialization zero law, voted last August, indeed asks the territories to reduce by 50%, by the end of the decade, the rate of artificialization and consumption of natural, agricultural and forest areas. “This law is a real revolution for promoters,” says Stéphane Aubay.
Large buildings, the future of Toulouse?
“If we want to reconcile the need to build more while limiting the impact on the ground, there are not many solutions. We will have to build higher. But high-rise operations could be the heritage of tomorrow.”
A project like Occitania tourwith its 150 m height and 38 levels, which the Phalsbourg company hopes to build near Matabiau (an appeal against the building permit is under investigation) could thus serve as a “Toulouse lighthouse” according to Jean-Philippe Jano.
“In thirty years, it could be an architectural symbol of Toulouse. The heritage of tomorrow could be the people of Toulouse and high-rise operations. »
