And 10,000 rubles seems like a reasonable amount in this sense, which both meets the objectives of stimulating and does not stimulate budget growth, ”explained Sergei Belyakov, chairman of the RSPP Committee for the Development of Pension Systems and Social Insurance.

The corresponding proposal is set out in the position of the organization “On initiatives for the development of the pension market.” In addition, state co-financing of voluntary contributions for all insured persons is expected, similar to what exists for pension savings.

It is noted that the problem with pension savings within the framework of compulsory insurance exists after 2014, when a moratorium was announced on them. The RSPP proposed to transfer savings to the ownership of citizens and fully transfer them to the standard scheme of non-state pension provision.

RSPP considered the issue in the government, the Central Bank, the legislature and relevant departments, met its design as a government initiative.

Earlier, Finance Minister Anton Siluanov said that the Finance Ministry and the Bank of Russia are working on a draft reform of voluntary pension savings. The project plans to submit laws this year.

At the end of October 2019, the Ministry of Finance and the Central Bank introduced a new system of voluntary pension savings – a guaranteed pension plan. Russians have the opportunity to independently finance their non-state support. It was planned that the new system would start working this year, but in the end the decision was not made.
