In the Republic of Moldova, if you got drunk behind the wheel and the police caught you, a day awaits you at the morgue. This is one of the necessary measures of the Drink and Drive program.
Introduced in 2019, this is a probationary program for the re-education of drivers in Moldova who have committed crimes while intoxicated. It was developed four years ago, within the Drink & Drive Moldova project, implemented by the Institute of Criminal Reforms in partnership with the Probation Services of Moldova, Romania and the Netherlands, financially supported by the Dutch Embassy in Bucharest.
How did you get to the morgue?
“We had a fairly high recidivism rate and a steady increase in drunk driving,” said Andrei Iavorschi, director of the National Probation Inspectorate (INP) in Moldova.
By 2018, the recurrence rate was over 40% -50%, he adds. Nearly half of the drivers caught driving repeated the act.
Iavorschi explains that this system based on fines did not work, even if they reached up to 2,000 euros:
- Those who had money paid the fines and later relapsed. I mean, they get drunk again, knowing they can get away with a fine.
- Those who did not have sufficient resources did not pay the fines, and over time they also accumulated penalties for delay. Subsequently, the fine was replaced by days of detention. In this way, the penitentiaries were overcrowded with people who take care of road traffic offenses. But for the state, that means a lot of spending.

Law 138 of 2018amending several laws stipulates that Moldovan drivers caught drunk driving, who have been deprived of the right to drive alcohol by means of a court decision, are required to attend the probationary anti-drug program and stability to the probation officer . .

In this legislative context, in April 2019, the National Probation Inspectorate of Moldova launched the Drink and Drive program:
