Death of Dean: finally a recidivism monitor in Belgium
Belgium remains the only country in Europe not to have recidivism figures even though this, as recently with the assassination of little Dean, is often at the heart of the news. The INCC’s endowment has just been increased to compensate for this lack, which leads the legal actors to operate almost blindly.

LThe recent case of Dave De Cock, suspected of the murder of little Dean after being convicted of the death of a two-year-old child, has brought to light again the importance of the question of recidivism. To steer the action of the repressive system without doing so blindly, assess the risk of recidivism according to the characteristics of the perpetrators of offenses or the type of sentence which appears crucial to them. “However, today, when we are asked for recidivism figures, it takes us two years to provide them because we have no follow-up in this area”, confides Christophe Mincke, who is in charge of the operational “criminology” direction of the ‘INCC (National Institute of Criminalistics and Criminology). To remedy this, the Minister of Justice decided to increase the INCC’s funding so that it could design an automated tool for monitoring recidivism and set up a Recidivism Study Unit. and Criminal Careers (CReCC).
