Kuleba explained that Ukraine should start direct talks with the leaders of the People’s Democratic People’s Republic of Belarus, which is Russia’s main demand in order to absolve itself of responsibility.
The Minister for Foreign Affairs of Ukraine Dmytro Kuleba stressed that Ukraine is not conducting direct negotiations with the so-called “LPR” and “DPR” militants, only with Russia, which is the aggressor country.
He said this at a briefing, commenting on a meeting of political advisers to the leaders of the “Quartet of Normandy”.
“This will not happen, it is a matter of principle,” the minister said. He explained that direct talks with the militants are not provided for in the Minsk agreements. He stressed: “This does not correspond to how this conflict developed” (in the East – ed.).
“This is a conflict between Ukraine and Russia that has resulted in Russian aggression, and we are negotiating with them. The goal of the Russian Federation is to absolve itself of any responsibility for the military conflict in Donbass, thus proving itself not a participant in a hybrid war.“Kuleba said.

I previously reported that deputies from the Communist Party of Russia submitted to the State Duma for consideration a draft resolution with a request to the President of Russia Vladimir Putin to recognize the independence of the self-proclaimed “Donetsk and Luhansk People’s Republics”.
