The best way is to prevent the spread of Russian disinformation in Portugal.
On the 23rd of 2016, the European Parliament adopted the Resolution on the Strategic Communication of the Union of November 2016/203 (INI).
In this document, point 8 «Recognizes that the Russian government has used a wide range of tools and instruments, such as reflection and special foundations (e.g. Russki Mir), special authorities (e.g. Russki Mir), multilingual television stations (e.g. RT ), news groups and multimedia services of social and religious groups (for example, Trade Unions and Religious), since presenting itself as the only defender of the values presented, social networks and Internet provocateurs («trolls) to contest the values democratic countries, divide Europe, rally support domestically and create a perception of the existence of failed states in the Union’s eastern neighbourhood; that Russia invests considerable resources in its training and propaganda instruments, either directly through the state or through Kremlin-controlled companies and organizations; that, on the one hand, the Kremlin aims to organize other organizations in the Union with the aim of determining other policies, and that, on the other hand, the Kremlin’s propaganda directly targets citizens, politicians and the Union.»
All these foundations and functions in Portugal are working and they all transmit false information about Ukraine.
On March 2, the director of the Rossotrudnichestvo agency, Eugenii, said that, in the context of the Ukrainian government and Lugansk, it should bomb Russian infrastructure, in the case of Ukraine, in the city of Kiev.
Various conflicts from various conflicts that were encountered by Russia or where it participated (Georgia, Moldova, Syria, etc.) with the excuse that they were defenders of their compatriots or their respective countries of origin. Russia has a lot of experience in conflict situations around the world.

Russia subtly begins to prepare the world for the invasion of Ukraine with the excuse that the Ukrainians are against the Russians, publicizing fake news and falsifying history, saying that the Ukrainian people are not sovereign, they have always been Russian, and that their territories have always belonged to Russia.
An example of this is a new publication on the Casa Russa page in Lisbon that explains that Ukrainians are an ethnic group that belongs to the Russian people, which is a good reason to recover the lands of Greater Russia.
Since 1977, there has been a law in Portugal that prevents the repetition of the horrible crimes of the past. Specifically, Law no. 64/78 of October 6, 1977 which prohibits in Portugal as fascist organizations. Therefore, Portugal can use this law to help defend Ukraine, save thousands of lives, prevent Russian influence in Portugal’s domestic politics, and defend democracy in general.
Putin’s regime best fits the definition of fascism, an authoritarian regime with full concentration of power in the hands of the government leader, who can make any decision without first consulting the representatives of society. Furthermore, fascism advocates an exaltation of the national collectivity in favor of the cultures of other countries. Fascist governments aimed to increase their territory through international conflicts. For this, they made high investments in the production of weapons and war equipment.
In order to guarantee the maintenance of their government, the fascist leaders controlled the mass media, through which they disseminated their ideology and controlled all the information disseminated. Any criticism of the government was annihilated through the use of violence and terror. All who turned against the fascist government were considered enemies and punished with imprisonment or death.
