Catherine Allard is theGuest.e H2O of this Sunday, January 23, 2021. The deputy mayor in charge of sports and sports associations in the new municipality of Annecy took the opportunity to present to us a preview of the project to rebuild the Marquisats swimming pool. A big piece that represents “70% of “my” investment budget (sport editor’s note) over four years, that is to say 37 million euros including tax. » (The space forms having the effect of making the project subject to VAT Editor’s note.)
While the old swimming pool is now a wasteland after the deconstruction of last summer, some residents of Annecy, including elected officials, are worried about not seeing the start of reconstruction work, and the delay in carrying out the project undertaken under the mandate of Jean-Luc Rigaut.
While Anthony Granger of the opposition group “Annecy Ensemble” had declared to our microphone “no longer believe in this project and wonder if we will see it come to fruition before the end of the mandate”Catherine Allard first confirms that the building permit has been filed: “The project was to be delivered in 2023, it will be 2024! »
Catherine Allard therefore confirms that the project has been delayed, but why? According to the elected official, the cost increased by 20% between the preliminary draft and the project. “Me first, I jumped. Technical constraints impossible to anticipate by the architect and the price of materials are the cause of this increase. We therefore took six months to resume the project at the level of the agents of the new municipality, but also on the architects’ side. We tried to find ways to save money. And then I admit, I tried to put my personal touch. » jokes the chosen one. “No, but I couldn’t. On a three basins on this swimming pool. On a Nordic pool of 50 meters outside and on a pool of 20 meters inside. The 50 meter pool has a removable wall so a total of 3 pools.
This 20-meter indoor pool limits our ability to organize sports competitions because the federation requires a 25-meter recovery pool. We couldn’t pass it at 25 meters. » regrets the deputy mayor for sports. It is on this point that she could not bring “her personal touch”. »
“We can still compete. On a basin equipped with 50 meters of studs on each side. It was only planned on one side. On one put the depth at 1m80. We will not be able to do national competitions on elites because we do not have this recovery pool. We can do masters or open competitions. It’s a little unfortunate. But I’m still positive, the outdoor pool will be able to organize the French championships by category, so we’ll try to organize some of them, or the masters championships. It’s a great project, we’re going to have a great sports structure. » wants to positive Catherine Allard.
There are two swimming clubs in Annecy, representing more than 1,000 members. Catherine Allard added that she was president of the Dauphins d’Annecy club for almost 10 years and that she currently swims in the other club in Seynod. The elected official confirms having left his associative mandates.
Too luxurious a preliminary project?
Embarrassed by the question, the elected official confirms that the fitness area is very luxurious: “It will be open all year round, like the 20-meter pool for schoolchildren and learning to swim. It will be necessary to adapt the swimming learning assessments (planned for 25 meters) to the 20-meter pool.
The delivery date ?
“You can trust me, I’m going to put the pressure on the architect and the contractor. We hope for the spring of 2024 for the Nordic basin so that the clubs are immediately a wind of renewal. Afterwards, for the fitness area, it will be a little later.
Be careful, you should know that there are geotechnical constraints, you are not immune to surprises while digging. Between the preliminary projects, the architectural competitions, it’s very long. We are currently working with the architects of French buildings because some choices have been refused by them. The cosmetic appearance may still slightly move. We tweaked the local techniques, we sized them correctly. We have reduced the locker rooms a little bit. We lowered the roof to have a slightly smaller volume to have lower operating costs. We removed the canopies on the roof and installed a green roof to also reduce energy costs. We lost 6 months, I assume them, but we saved 1 million euros.
“They put wood on concrete to make people believe it’s green. »
In response to the small sentence of the opposition, Catherine Allard answers without controversy: “No, it will be concrete, as planned by the previous municipal team, the architect had already been chosen. For the green roof, we planned something with a nice depth so that it doesn’t end up in a dried-up garden of fear.
For those who know the site, at the level of the old children’s water game, a removable fence will be installed to allow residents of Annecy to enjoy the park all year round.
To finish on this theme, Catherine Allard confirms that the swimming pool project in Chavanod will be able to meet the demand of the inhabitants of Greater Annecy who are in great demand from the various Annecy clubs (swimming, diving, apnea), senior activities, water fun for young people.
