Poste San Marino, the new strategic plan arrives
SAN MARINO (ITALPRESS) – The development objectives of Poste San Marino, a joint stock company with a specific project and an industrial plan, were presented this morning by the Secretary of State for Tourism Federico Pedini Amati, who holds the responsibility for Poste, by the Chairman of the Board of Directors of the company Sergio Casadei and by the General Manager Gian Luca Amici.
A year of careful and assiduous work led to the drafting of the first industrial plan of Poste San Marino, a plan that takes into account the objectives set by the government: recovery of the loss for the year and tension to achieve a balanced budget, development of the business management of parcels and logistics for the transformation of the company into a multiservice company and development of partnership relationships with the Italian Post Office and private operators, national and international, capable of increasing the profitability and operations of the company itself.
As is well known, the popular initiative law that aimed at the return of Poste San Marino to the structure of the Public Administration in favor of the form of joint stock company wholly owned by the State was rejected.
The relations with Italy initiated on 31 March by the bilateral agreement between the Italian Minister of Economic Development Giancarlo Giorgetti and the Secretary of State for Tourism Federico Pedini Amati were decisive for the planning of the future of Poste San Marino, who gave the ” there ”at the technical table between Italian and San Marino ministries and postal companies. Technical table that met for the first time on 20 May with the aim of reaching a first commercial agreement in the shipping sector, to convey parcels from the main marketplaces, such as Amazon, to Poste San Marino, in order to allow delivery in the so-called “last mile” to the network of San Marino postal workers and implements a series of ancillary services at the post offices of the Republic of San Marino in compliance with the regulations of the two countries.
Poste San Marino’s work continued with the first signing (December 2021) of the agreement with Poste Italiane for the “Crono” service dedicated to companies and individuals wishing to send parcels from San Marino to Italy and abroad. Furthermore, there is an important opening for the possibility of conveying the share of Amazon parcels to Poste San Marino. Instead, the request for an agreement with Fede-Tnt for the delivery of parcels on the Italian territory is in September 2021, two months after the management company of Poste San Marino with the Gsped platform to allow the integration of San Marino citizens to plan shipments from your home. The focus on costs led to the renegotiation of banking conditions which led to an annual reduction in financial charges of 35,000 euros with savings of over 450,000 euros for the next 25 years. The 2020 budget closed with a loss of 882,000 euros accuses a very high ratio between personnel costs and turnover: the incidence of labor costs on turnover has in fact reached a percentage of 89% in 2020 (3.5 million personal costs out of 3 , 9 million in turnover). In November, the project for the reorganization of the postal areas has to reduce the areas from 36 to 26 for an impact on business costs that allow to save about 350,000 euros per year on expenses for the million euros per year on car and fuel rental costs for a lower outlay in each accounting year of over 400,000 euros. A corporate reorganization that became necessary in response to the continuous decline in volumes of traditional correspondence that makes the division into 36 historic postal areas oversized.
The intervention on the staff of Poste San Marino does not foresee and does not foresee any dismissal, for the reduction from 95 to 82 employees it was decided to have an impact on the need only for the reduction of 13 people leaving for retirement, leave or resignation.
The need to adopt more commercial management in the future and also of some sectors of the PA has prompted the majority to approve Article 66 of the latest Budget Law which provides for the transfer of the Philatelic and Numismatic Office of the OU to Poste San Marino SpA, one determined by the need to optimize the organization of both structures but which, in favor of maximum transparency, provides for the presentation of two separate final accounts at the end of the financial years.
The intervention of the Secretary of State for Tourism concluded with thanks for the work done to the Board of Directors of Poste San Marino, to the previous Director General Rosa Zafferani and to the current one that Pedini Amati himself defined “a great manager who has just started a project of great importance for the country with attention and competence “.
The General Manager of Poste San Marino SpA, in office since January 2021, Gian Luca Amici illustrated the data that led to the choices made and the drafting of the strategic plan, first of all the technical data that motivates the strategic shift towards the world of parcels, giving priority to that of letters: -34% of correspondence in the last four years in Italy compared with + 123% of parcels, always in the same period, always in Italy.
In 2020 52,062kg of mail entered San Marino compared to 94,519kg in 2016. Approximately 66,000 units of “signature mail” were replaced by the T-notice system for total volumes which went from 235,331 in 2019 to 159,606 in 2020.
In addition, 1,700,000 fewer flyers were sent in 2020 than in 2019.
The loss of Poste San Marino in the last two years as a public body amounted to around one million euros, subsequently, in the transition to SpA the loss that was recorded has always been around 500,000 euros but in 2020 it had reached a liabilities of 881,000 euros.
Poste San Marino is now traveling towards transformation into a multiservice, which can transform in the future also offering differentiated activities with particular attention to technological innovation.
