REPUBLIC OF SAN MARINO – On the vaccination obligation, the majority bypasses the NPR amendment and undertakes to draw up an agenda. The morning session starts late to allow discussion on a possible mediation to the NPR amendment, to article 1 of law decree n. 3, decree which provides for the strengthening of the anticovid measures.

The knot is dissolved when Giancarlo Venturini, Pdcs, asks NPR to withdraw the amendment, in the face of the commitment to agree on an Odg that leads to evaluate the introduction of the vaccination obligation. “On the subject we believe that a scientific, juridical-regulatory study is necessary – explains Venturini – I confirm the vote against the Pdcs to the NPR amendment, but we are willing to think about a commitment, which can translate into an agenda, which provides, with the necessary time and the necessary legal support, therefore scientific examination, possible introduction, if necessary, of the vaccination obligation, ask if there is availability on the part of NPR to withdraw the amendment for these assessments rates “. Alessandro Mancini and Gerardo Giovagnoli for NPR welcome the proposal. Mancini recognizes that the vaccination obligation there are differences in the assessments “not only between political forces, but also within them” and the actual existence of technical and legal problems to be solved. So the NPR amendment is withdrawn, with a view to drawing up an agenda. Sandra Giardi, from the mixed majority group, anticipates that she reserves the right to vote on the agenda, once it has been seen.
The opposition stigmatizes divisions in the majority. Guerrino Zanotti, Libera, points the finger at “a debate steeped in hypocrisy, the result of the fact that the majority and the government are completely divided on the way in which the pandemic is tackled”. And again: “I challenge you to an Odg – he says – hoping that in the meantime the night will pass and there will be no more talk of the vaccination obligation, because the pandemic peak will already have arrived”. Andrea Zafferani, Rf, also underlines how “the majority is totally frayed on an important topic” and wonders when the agenda will arrive. Gaetano Troina defends his group: “From the beginning of the legislature we have always and only expressed our opinions and we will continue to do so”. “The country cannot afford the climate we have here – stigmatizes Nicola Renzi, Rf – The DC-Network axis that holds this majority together is blowing up”. Spagni Reffi di Rete agrees with some observations of the opposition: “We are making a bad show for the citizens”, and urges them to go ahead with the ratification of the decree.

The Chamber continues with the examination of the amendments to decree n.3: all those rejected so far examined, up to article 5, except for an amendment by Libera to article 4 which is unanimously accepted. “The amendment repeals the paragraph which prohibits the reading of the newspapers in public places – briefly explained by Guerrino Zanotti, Libera. “You can play cards, you don’t understand why you can’t read the newspapers”. Both the Ciavatta State SDS and the group of majority parties agree on the acceptance of Libera’s proposal, which is then approved unanimously. The session is interrupted to the debate on the amendments presented to article 6 which introduces the enhanced health documentation (the Super Green Pass). The examination of the amendments will continue in the afternoon.
