Toulouse Métropole presented Thursday, January 20 the mid-term report of its Territorial Climate-Air-Energy Plan. Sixteen associations and collectives challenge elected officials on the lack of ambition and the poor results announced for this plan.
The Toulouse Métropole Climate Conference brought together this Thursday, January 20, 2022 climate and energy experts, town planners and elected officials to share the mid-term results of the PCAET (the territorial climate-air-energy plan) of the agglomeration.
This plan, drawn up in 2016, is, according to the definition of Toulouse Métropole, a “operational territorial project for sustainable development, tool for coordinating the implementation of energy transition, the fight against climate change and adaptation of the territory“, for the period 2017-2030.
The community has set the goal of reducing greenhouse gas emissions by 40% by 2030, “ambitious but necessary objective to ensure Toulouse Métropole’s global commitment and thus contribute to maintaining the well-being of metropolitan residents“. Two major axes have been drawn: transport and energy consumption.
In 2018, this objective was already significantly behind schedule: – 3% of GHG emissions (greenhouse gases) against the – 15% proposed. A mid-term review that has raised severe criticism from the associations of the agglomeration, grouped together in the Urgence climatique collective. They translated a joint letter to the elected officials of the metropolis a few days ago. Challenging him on the urgency of a change of course.
“Unsurprisingly, the balance sheet is very bad. The current trajectory would lead to a decrease in greenhouse gases for 2030 to -9% instead of the objective displayed in the PCAET at -40%“, writes the collective which considers that the measures taken so far are insufficient. Before recalling that the associations have been alerting the community on this point since 2018 and that their proposals have remained dead letters.

The collective therefore asks Toulouse Métropole to take real measures in order to achieve the objectives of the PCAET, to involve the associations in these reorientations and in the revision of the PDU (urban travel plan) canceled by the administrative court in January 2021. .
The mayor of Toulouse, Jean-Luc Moudenc, who concluded the conference, indicated that the act 2 of the PCAET consumed the object of reflections, of “several times of collective intelligence“, until the fall, with the aim of presenting”an acceleration, an amplification of the ecological transformation of our territory and a consolidated action plan for even more encouraged results“.
Jean-Luc Moudenc recalled that in 2022 would take place the opening of the energy house, a new metropolitan bicycle plan, the commissioning of Téléo, the start of the third metro line. “The field of mobility will be set up invested“, assured the president of Toulouse Métropole, “with 4.2 billion spent“.
Without waiting for the fall, he added, “I am announcing the doubling, immediately, of the budget proposed for the bicycle bonus, the creation in the metropolis of a team dedicated to supporting companies for cleaner travel and deliveries, the doubling of the number of energy advisers of the metropolis“. Jean-Luc Moudenc is also committed to ensuring that no new construction takes place without photovoltaics.
The PCAET should henceforth be the subject of an annual conference.
