San Marino. CSU: “The Public Administration is increasingly under the control of politics”
“The restoration of the dominion of politics over the Public Administration will proceed swiftly: in fact, even the remaining top figures of the public machine so far escaped political control, will soon become so. This is thanks to the provisions of the Decree-Law 213/2021 “.
To denounce it, the CSU, which adds: “This process began over a decade ago, when the Department Coordinators became an integral part of the staff of the State Secretariats; then the next step was Law 108/2009, thanks to which public managers became precarious, with a three-year contract, and subjected to the unquestionable judgment of the State Congress with respect to their work and, consequently, to their renewal.
To complete the restoration of full control of the PA policy, it is now the turn of the former Head of Organizational Unit (RESUNIOP), now called Organizational Position (PO), which the Executives will be able to appoint with the widest discretion “.
“In Western countries – the General Secretaries of the CSdL and CDLS point out – the top figures of the Public Administrations are those who guarantee the continuity and operation of the Departments and offices, with respect to changes in the Government following elections or political crises. This autonomy from the influence of the current government ensures that the work of the public administration is independent of political dynamics and is exclusively oriented towards the pursuit of the assigned objectives.
Unfortunately, we must point out that, once again, San Marino stands out for the worse: the pervasiveness of the influence of politics in every area has no brakes. It is natural to ask whether, in addition to the failed reforms and unbridled liberalizations, this must be the business card with which our country presents itself to international organizations and foreign investors.
For the General Secretaries of the CSdL and CDLS “in addition to not yet seeing any trace of the future of development that we still intend to plan for San Marino, about which we have been urging the Government for some time, we must once again stigmatize the content and the satisfactory comparison on such as the Decree 213/2021. These are not what the country needs “.
For this reason the CSU has sent a letter to the Executive asking not to proceed with the ratification of this reason “.
