Do you know the national council for foreigners in Luxembourg?
25 years, women and men have been working a lot of voluntary work to help foreigners integrate.
The National Council for Foreigners (CNE) was created in Luxembourg in 1993, law of July 27, 1993 concerning the integration of foreigners in the Grand Duchy of Luxembourg as well as social action in favor of foreigners.
What are the missions of the CNE?
According to the law of 16/12/2008, the National Council for Foreigners is responsible for “studying, giving its opinion, either on its own initiative or at the request of the Government, the problems concerning foreigners and their integration” .
So there are two possibilities:
- or the Government submits a draft (e.g. bill) to the CNE and asks for its opinion.
- or the CNE itself decides to submit to the Government a proposal that it deems useful for improving the situation of foreigners and their families.
In a few words, it takes care of the problems encountered by foreigners who come to Luxembourg, as well as their integration.
The CNE must also submit an annual report to the Government on the integration of foreigners in Luxembourg.

Who are the members of the CNE?
After six mandates of the former president Franco Avena, it is Munir Ramdedovic who succeeds him.
As for cross-border workers, three experts, Georges Gondon for the Belgians, Simon Lacroix for the French and M.Gamer for Germany have joined the members.
“The CNE opens a space for cross-border workers that we are,” underlined G. Gondon during the conference on 17 December.
At the question : Are opinions really taken into account? The former president replied: “It is an advisory council and it depends on the government, if they are listening or not.
The current president specifies that the CNE is the only current organization that represents foreigners and cross-border workers in Luxembourg”.
At the question : Why not create a ministry for foreigners and cross-border workers?
The Vice-President answers: “The question is who to report to? The CNE currently lacks visibility”.
The CNE lacks visibility
For years, the CNE has not been very visible in the media and especially with the government. This seems to be changing slowly with the ministry of Mrs. Corinne Cahen.
When we know that 48% of residents in Luxembourg are made up of foreigners and that there are more than 200,000 cross-border workers who come every day, we can legitimately hope that an organization will represent all these people who also make Luxembourg special .
