Passante Bologna news, the OK of the Conference of services arrives from Rome – Chronicle

Sugar Mizzy January 18, 2022

Bologna, 18 January 2022 – Yes al Passerby new generation of Bologna. This morning, the Conference of services convened by ministry of infrastructure and sustainable mobility he gave the last green light to the infrastructure which “will solve the knots of the mobility of the Bologna section, focusing on the enlargement of the motorway and the ring road in the already existing locations, through a highly innovative project also from an environmental point of view “, states a note from the Region.

With the resolutions of the Municipalities of Bologna and San Lazzaro di Savena, at the end of 2021, implemented by the Regional Council which yesterday approved the resolution of understanding envisaged between the Region and the Ministry, and the go-ahead today by the Conference of Services, the authorization phase of the work comes to an end, It begins with the first preliminary project in July 2016. “Work expected for years, the release of which was shared with local authorities and social partners following a prolonged discussion”.

We now enter into full operation which provides for the definition of the project officer, the start of preparatory activities in the summer of 2022 (the necessary expropriations, the definition of interference for underground utilities).

According to the forecasts agreed in today’s session of the Services Conference, the start-up of the main construction sites may take place at the beginning of 2023. To ensure compliance with the deadlines, the Autostrade per l’Italia concessionaire will be able to entrust certain activities to the subsidiary Pavimental.

“Thanks to the Services Conference that the ministry strongly wanted certainty is re-established in the execution times of a long-awaited work. The Bologna loop, which will be built with innovative and sustainable techniques – is the comment of the Minister of Infrastructure and Sustainable Mobility, Enrico Giovannini. “- allow you to decongest a fundamental artery for the development of the whole country, as well as for the urban area crossed. The approved project was developed with a view to ecological transition, also providing for the implementation of environmental mitigation interventions “.

“With the green light from the Services Conference we can now say with certainty that the Passante di Bologna will be made, thanks to a project that together we have made eco-compatible – says the president of the Region, Stefano Bonaccini -. It is an important signal for the city of Bologna, the metropolitan area, for the whole of Emilia-Romagna. We have shown that in this country great works can be carried out, and that it can also be done well, in a modern way and with maximum attention to the environment and sustainability. Through sharing with local authorities and social partners “.

“A work marked by a full spirit of collaboration and sharing between the various institutions and Autos that opens up a new solution by solving problems that give concrete answers for decades – adds the mayor of Bologna, Matteo Lepore-. We are very satisfied with today’s meeting, where some fundamental points were reiterated, such as the supplementary agreement dedicated to ‘phase 2’ before the start of the works and the sharing of all interventions on green areas, woodlands and works of mitigation, which will be among the first to be implemented. In the weeks we will also sign an agreement with Autotrade and the Ministry of Ecological Transition also for the part concerning photovoltaics and the creation of a unique energy infrastructure in Italy “.

“We also want to thank the Municipality of San Lazzaro for the teamwork, which acted with determination and patience, the ministry and the Government, as well as Autostrade per l’Italia – Bonaccini and Lepore conclude -: we are firmly convinced that a project like this avant-garde, so European, may be a model for them for interventions throughout Italy “.

“The green light today – declares the CEO of Aspi, Roberto Tomasi – represents for Autostrade per l’Italia a concrete step forward in the interest of the country and users and with the utmost attention to the sustainability of the work in the area. It is a crucial infrastructure that will help streamline transits, with a direct environmental benefit. This result – achieved through a constant and constructive technical and institutional comparison – is also due to the new organization of Aspi which has deployed all the skills of the Group: from Technique for planning with the best professionals in the sector, a floor who will contribute to the realization of the work, up to the involvement of Movion for the care of technological systems for efficient mobility and Free for X for the construction of new systems for electric charging of vehicles on the motorway. A brief integration of Elgea, a new company of the Group dedicated to the production of green energy. It is a model that can be replicated at system level and to the benefit of the country, for the efficient construction of the works necessary for ever more sustainable mobility “.

The planned works

During the Services Conference, two fundamental aspects of the work were reiterated: the simultaneous construction of all the complementary works and the maximum commitment to the greatest possible eco-sustainability of the Passante.

As for the first theme, they are confirmed all adduction arteries, come the Plains Intermediate, the Pon the river Rhine and the Lungosavena, over a total of 5 kilometers of new local roads, with the redevelopment of about twenty underpasses and overpasses and about ten roundabouts.

On the second front, a supplementary agreement with Aspi and the Municipalities dedicated toenvironmental impact: to the 15 kilometers of new ones bicycle lane and beyond 130 hectares of green and wooded areas which will arise at the Passante, the use of photocatalytic paints for the reduction of emissions and the installation of photovoltaic systems, to which further mitigation works will be added in the so-called ‘phase 2’, such as the particulate filtering systems in the new tunnels.

Environmental monitoring observatory

Immediate activation of an environmental monitoring observatory, by decree of the Ministry of Ecological Transition, composed of experts indicated by the Ministry, the Region, the Municipality of Bologna, Arpae and the committees of the residents concerned. It will be active for eight years, therefore both for the entire duration of the works and to check emissions once the Passante is fully operational.

Furthermore, an innovative high-level scientific committee will be set up to supervise the implementation of the work and its highly advanced planning.
