With the condition that Venezuela is located far enough from the American borders, and in Cuba, although it is closer, there is no Russian base – it was liquidated in the early 2000s. “It is unlikely that the current Cuban leadership, which includes normalizing relations with the United States, will allow Russia, perhaps, to redirect something to itself,” the political scientist noted.
