Toulouse. Reinforcement of the winter system for the homeless –
The entry into the winter period implies a reinforcement of the measures implemented for homeless people. In Haute-Garonne, the social monitoring system relies above all on the 6,283 permanent generalist accommodation places.
The prefecture announces that it has strengthened its system in order to open new places of accommodation by relying on “local associative actors”.
Reinforcement of the winter system continuously
– The accommodation centers went into H 24 from the month of December.
-205 additional temporary shelter places in Toulouse:
-125 places in collective accommodation at the Roseraie, 80 of which are already open and 107 in a few days;
-18 places open on the Bellerive site;
-62 places spread over two collective accommodation sites (La Ramée, managed by the Red Cross, and the UCRM rue d’Alès) will be dedicated to sheltering single men who are able to provide answers to situations provided by social watch actors and a social assessment of the people received. 30 places are already open at La Ramée. The 32 places on rue d’Alès should be open by the end of January.
Three day care centers have also been strengthened:
-Boutique de la Solidarité: open 7 days a week from 10:30 a.m. to 12:30 p.m. and from 2 p.m. to 5 p.m., 4 impasse Benoît ARZAC, in Toulouse, St Cyprien district
-GAF: open 7 days a week from 8:30 a.m. to 5 p.m. (annual hours), 13 Rue du Professor Jammes, 31200 Toulouse
-Petit Salon (Espoir): Monday to Saturday from 1 p.m. to 5 p.m. (annual opening hours), 37 Bd Matabiau, 31000 Toulouse
The marauders:
11 teams go to meet people on the street during the day and evening in an operational framework coordinated by the Integrated Reception and Orientation Service (SIAO), on the territory of the Toulouse metropolitan area. Their mission is to “go to” people on the street in order to create social ties through a snack, hygiene kits, a donation of clothing or quilts.
Reinforcement of the system in case of triggering of the extreme cold plan
“In the event of activation of the extreme cold plan, temporary additional sheltering capacities could be put in place”, specifies the prefecture.
-The site of La Roseraie will be more specific dedicated to cold peaks (about twenty households);
– About ten places distributed in existing collective devices;
– The hours of day reception can be extended;
-The 2 night reception places likely to switch to H 24.
Their triggering is based “on meteorological vigilance, like other phenomena (heat wave, violent wind, storm), making it possible to assess the foreseeable or proven impact of the cold wave”, concludes the territorial authority.
