GEBALIS adds 45.3 million in rent debts in the neighborhoods of Lisbon
“Hhears a total of 3,366 agreements with the residents of our neighborhoods [para o pagamento das rendas em atraso] and they are complying with 1,384 agreements, so about 2,000 agreements that are not being fulfilled, […] many residents use these agreements to arrange expedients to avoid paying and to delay”, said the chairman of the board of directors of GEBALIS, Fernando Teixeira.
In the planning of a hearing on the municipal budget for 2022, carried out by videoconference, with the deputies of the Lisbon Municipal Assembly, the president of GEBALIS presented the municipal company’s activities for this year, in which a total of income and gains is expected. of 30.3 million euros, of which 20.9 million euros in rents (69% of total turnover).
The estimated total expenditure on external costs and services is around 22.5 million euros, namely 5.3 million euros for structure (24%) and 17.2 million euros for works (76%).
As for the investment, a total of 1.2 million euros is expected, including to improve working conditions and customer service.
Questioned by the deputies about debts due to non-payment of debts, Fernando Teixeira reported that “the debts on December 31, 2021 totaled 5.3 million euros, about 40.4 million euros are impairments”.
Regarding the agreements agreed for the payment of late rent, GEBALIS received about 861 thousand euros in 2021, indicated the administrator of the municipal company, referring that “this debt gives something like 18.2 million euros and 2 have already been received, 8 million euros from these agreements”.
Regarding housing that are intending to “restart fire” as evictions, the process was “quite hampered” by the pandemic situation, explained the chairman of the BALIS Board of Directors, adding that in 2019 there were about 15 evictions and between 2020 and 2021 little more than a dozen.
Fernando Teixeira stressed that the budget plan for this year by BAL was prepared by the previous administration of Pedro Pinto Jesus’ administration, adding that no changes were made to the company’s current board of directors.
“We intend to improve, to build the works quarterly, to serve our means that exist today, therefore, we want from the Vale de Alcântara office”, he added.
Also according to Fernando Teixeira, the office in the Padre Cruz neighborhood is to maintain, so it is in the design phase and then goes into work, the office in Alta de Lisboa, where the former Lumiar health post was, is also being targeted. of an intervention that is expected to be completed in the second half of this year.
According to the presentation made to municipal deputies, GEBALIS has 66 neighborhoods, 61,74 residents, 21,848 dwellings, 2,61 lots, 1,180 elevators and 1,484 non-housing spaces, with five intervention areas, 11 work offices and 223 workers.
Regarding the European Football Development (EFDN) Community Champions League Project, a football president-type competition aimed at communities, GEBALIS assured that the initiative “is to continue and, if possible, the idea is to extend it to other project entities” , in the sense of improving all the involvement that exists in urban neighborhoods.
As for the LIFE program, which incorporates principles of innovation in housing requalification, the municipal company intends to continue this work, including having a work in progress in the Flamenga neighborhood, in Marvila, and will launch another in the Boavista neighborhood, in Benfica.
