towards a relaxation of ZFE measures?
The ZFE 31 interclub collective, which qualifies the establishment of a Low Emission Zone (ZFE) in Toulouse as an “anti-social measure”, met with the elected officials of Toulouse Métropole to present its arguments: relaxations are at the ‘study.
Following a mobilization on November 6 in Toulouse, which brought together more than a thousand motorists and bikers against the establishment of a Low Emission Zone (ZFE) in the city, the representatives of the ZFE 31 interclub collective, leader of the movement, were finally able to meet François Chollet, vice-president of Toulouse Metropolis to present their arguments.
“Aware of public health and socio-economic issues for stakeholders, everyone is committed to listening to each other, expressing themselves and understanding their respective motivations. At the end of this meeting, it was agreed to see each other again in two or three weeks, to continue the consultation”, explains the collective. Relaxations seem to be taking shape. Explanations.
Trial of a derogation for “Leisure” vehicles in the ZFE
As is currently being done in Reims, the interclub has proposed thata “Leisure status” is developed in Toulouse for the people who do not use their vehicle for business trips and who, as a result, do not participate to the saturation of the device at peak times.
” A solution easily applicable since the insurance certificate of the owner of a vehicle certifies the use of the latter (Travel home / Work – Professional – Leisure) “, adds the collective, which thrives that the vice-president of Toulouse metropolis has says ” interested by this provision “of which he was not aware”. An experiment could therefore be carried out in Toulouse to grant variants to these vehicle owners.
The authorized hours would make the ZFE “lose in efficiency”
The collective then put forward “hours derogations” which are done in Paris to let heavy goods vehicles, cars or two-wheelers circulate between 7 p.m. and 7 a.m., times during which the supply of public transport becomes scarce. The objective is not to penalize professionals who still circulate at these times: life auxiliaries, surface maintenance staff, catering staff, nursing staff, workers, etc.
François Chollet took charge vs this proposal, by arguing “that the modeling has shown that this scenario leads to a decrease in efficiency of the device by 30%”. It will be up to the president of the metropolis, Jean-Luc Moudenc, to decide on the subject.
A definitive exemption for collector’s vehicles?
The Interclub asks for a definitive preventive the application of the ZFE to collection vehicles, in particular “because of the low kilometers travelled” as well as so as not to “sacrifice this heritage”.
On this point, François Chollet recalled that the city has granted a tentative forecast three years, for lack of being able to do more. They will therefore only be concerned from 2027. Jean-Luc Moudenc will, however, send a letter to the Minister for Ecological Transition, Barbara Pompili, to try to obtain a definitive preventive.
No response from Toulouse Métropole for motorized 2/3 wheels
For the ZFE 31 collective, “ it’s nonsense to want to exclude motorcyclists from the perimeter of the ZFE. With regard to motorized two-wheelers, motorcycles and 2/3-wheel tricycles, they make traffic more fluid and thus concentrate less pollution “. Moreover, according to the interclub, trips with this type of vehicle represent only1% metropolitan routes.
No specific response was sent by the vice-president of the Metropolis. But the collective still asks for at least a three-year derogation for motorized 2/3 wheels.
Toulouse Métropole does not transit on the inclusion of the A620 in the ZFE
The interclub has renewed its wish to see reflection conducted on the exclusion of the A620 Rocade from the ZFE. “This will create more polluting traffic reports on the surrounding axes. This is particularly the case on the Rocade Arc en Ciel with a bottleneck on Boulevard Eisenhower, ”he says.
But Toulouse Metropolis don’t compromise and assumes the inclusion of the A620 ring road in the area concerned “because it concentrates more than 8,000 people impacted by chronic pollution”. It is therefore a no categorical.
