Toulouse ZFE assemblies should be studied

On January 7, Toulouse Métropole and the ZFE 31 interclub collective met to discuss the contours of the future Low Emissions Zone (ZFE). Possible relaxations must be studied.

After the mobilization of November 6, 2021, which brought together several thousand motorists and motorcyclists on the Toulouse ring road, the group of users Interclub ZFE 31 was able to meet with representatives of the metropolis at the beginning of January to discuss the implementation of the highly absorbed area with low emissions.

The future low-emission zone is deemed “too strict” by the Interclub ZFE 31 collective. These road users have been demanding since the start of the developments. So far, their request had gone unheeded. But in mid-December, the town hall will finally accept an interview.

Collector’s vehicles are currently excluded from the system. They will not be affected until 2027 because Toulouse Métropole has granted them a three-year provisional exemption. The Interclub ZFE 31 collective

François Chollet, the elected representative in charge of the file at the Metropolis, was interested in studying this proposal. A working group will be created to study the feasibility of the ZFE to.

The collective proposes, like what is done in Paris, to make the ZFE more flexible to all vehicles between 7 p.m. and 7 a.m. for a period of 3 years. That is to say at times when the supply of public transport is scarce or non-existent, and at least while the vehicle fleet is renewed. According to Interclub ZFE 31 this would only represent 7% of traffic. On this point, Toulouse Métropole met in advance that the models showed that this scenario led to a decrease in the efficiency of the device by 30% but does not close the door. “It is the President of Toulouse Métropole, Jean-Luc Moudenc, who will ensure the final arbitration of this proposal” we report to the town hall.

On this very controversial point, Toulouse Métropole does not provide a concrete answer. The Interclub encountered several arguments beforehand: the creation of a conversion bonus for the purchase of two and three electric or very low pollution wheels up to 6,000 euros, a number of metropolitan areas have attributed this exclusion because these vehicles help to make traffic more fluid, inconsistency with the authorization in August 2021, to allow, on an experimental basis, the interface in Haute-Garonne, for a period of 3 years.

Interclub ZFE wishes to reduce the territory of the low emissions zone by removing the A620 bypass. On this point, the metropolis does not trade cars according to the communities, 8000 people affected by chronic pollution.

Participants agreed to meet again in two to three weeks to continue negotiations.
