The crucial talks between Russia and NATO in Geneva have ended. And the outcome still remains uncertain. The two delegations, the initial reports indicated, faced each other without conceding anything to the other party, with a pleonastic note, as if the two contenders could really sit at a table and immediately exchange kisses and hugs.
Beyond the obvious, something has instead happened, as it was natural that it was, since the summit will have been preceded by a dense exchange of hidden views, with the parties studying their respective proposals and with clear ideas on the need for give something in exchange for something else.
The dialogue between Russia and the two souls of America
Difficult negotiations for America, since the US administration has to contend with the hawks that lurk in the military-industrial apparatus, which fuel an all-out confrontation with Russia.
Jake Sullivan, Biden’s National Security Advisor, did a very unusual thing by questioning them before flying to Geneva. A high-level indiscretion, reported by Sputnik, informs that at the end of the Geneva talks the American delegation returned the Russian proposals to Washington to produce a written response, after a high-level consultation.
This practice is also not very usual, but it can be explained by what happened in Eastern Europe after the fall of the Berlin Wall. The accession to NATO of the countries freed from the yoke of the Soviet Union, in fact, aroused irritation and fears in Moscow.
So explains Ted Galen Carpenter on Responsible state: “Expansion story violated informal promises that the administration of President George HW Bush made in Moscow when Mikhail Gorbachev had taken over had not only the reunification of Germany but also its association with NATO. The misconception implicit in such promises was that NATO would not move beyond the eastern border of united Germany. “
In short, Moscow wants a formal, written agreement, and perhaps Washington will comply. Having said that, it is likely that we will go to a more than minimal agreement, which however could open the way to other futures, more than necessary for a global de-escalation.
The Russia – OSCE Summit and North Stream 2
Talks between East and West will be on Thursday, Moscow will confront with European partners, also being expected when a round of negotiations with the Organization for European Co-operation and Security (OSCE).
This summit seems marginal compared to the one between the US and Russia, but it is likely that it is of importance for a non-secondary detail, namely North Stream 2, the gas pipeline that should bring the gas authorities to Europe, currently blocked by the German authorities (reason for the soaring bills of many European citizens).
In the dispute, two relevant facts. First of all, the disposition of the new German Chancellor, who while persevering in the usual mistrust towards Russia, spoke of the need for a “A new start”Between Berlin and Moscow.
Not only that, and here we return to the American hawks (who know how to dose madness and pragmatism), Victoria Nuland, one of the most ardent supporters of the confrontation with Moscow, in an internal assembly of the democratic party, argued the need to continue in the line taken by Biden, who lifted the sanctions against North Stream 2.
There is a Republican bill at stake to reintroduce tariffs to which some Democrats are inclined to dare to vote. Hence the meeting to convince these ambitions not to adhere to the antagonist party’s proposal (Politic).
Nuland is an important exponent of the administration, being undersecretary of state for political affairs, but above all she was an ardent supporter of the revolution, or coup d’état, of Maidan, the stone of the scandal in relations with Moscow. Hence the relevance of its endorsement pro North Stream 2 (last October Nuland went to Moscow for confidential meetings, which announce, together with its current pipeline provision, how the hidden dialogue is often more important than the high-sounding).
The Iranian nuclear
But perhaps the most important datum of the summit between Russia and the OSCE is the topographical one, since it will be held in Vienna. A venue that does not appear by chance, given that negotiations on Iranian nuclear power are taking place in the Austrian capital, the real focus of the current global geopolitics.

A few lines from an article by Ace on the Russian-American negotiations in Geneva comforts this reading: “The US team will be led by Deputy Secretary of State Wendy Sherman, who clashed with her Russian counterpart during the negotiations for the 2015 Iranian nuclear deal”.
In reality, it did not clash at all, since the agreement with Iran was reached only thanks to the convergence between Moscow and Washington, which got the better of the bitter resistance of the anti-Tehran hawks.
