RF proposals on development
Repubblica Futura has tried, albeit from a position of opposition, to propose a series of rules within the budget law to allow for economic growth and the birth of new businesses by stimulating public and private investments in relevant ambitions.
Wise use of debt?
We asked this stranger in the first place that the 150 million that the government will take in debt destined for growth policies: the famous “good debt”, capable of an economic return greater than its cost. Unfortunately, the government has instead decided to allocate to current spending, which is now unsustainable, rather than implementing the necessary reforms to reduce the deficit, and has allocated only 4 million euros to development policies. Everything else will cover the deficits of the next few years, nothing else. If we add to this the fact that the 340 million of last year’s bond issue is already finished (after being used to cover the last 2 years of budget holes, to repay 94 million to Carisp and 55 to the Central Bank), we understand what future these inexperienced Secretaries of State are offering us, who are only making debts, leaving the rubble to those who will come later. Our vision was radically different.
Policies for small and medium-sized enterprises
First of all, we asked to allocate resources to a package for small and medium-sized enterprises, to reduce the main costs that they face in the start-up and continuation phase (rent, professional fees, minimum contributions, separate management ISS), excessive compared to competitors and that leave us behind in the main international rankings. Alongside this, we highlighted the need to regulate “online businesses”, carried out via the web, social networks, etc. by people already employed with no character of continuity, with simplified forms at a regulatory level and which are at no cost.
Relaunch of trade and services
We requested an intervention to encourage internal consumption, on the one hand on the demand side (by increasing the tax deductibility rate of the expenses incurred in the area and “restitution” of a share of the amount spent in terms of lower taxes) and on the other on the supply side (reduction of single-phase to 15% for 2022 and elimination of the service tax). Furthermore, we have requested a remodeling of the “holiday voucher”, providing that those who will stay at least 2 nights in San Marino have a “bonus” to spend on San Marino economic activities. It is necessary to restart trade and services, as well as tourism, sectors that in many areas are still struggling to get out of the pandemic.
Structural policies to stimulate employment and investment
With regard to medium / long-term structural interventions, we requested: a) the reduction of the tax wedge charged to companies on the hiring of San Marino citizens and residents; b) incentives for digital transformation processes in businesses and for access to broadband in households; c) a “growth package” for companies for 2022-202324, based on the establishment of all the tax assets and investments of economic activities for their growth / expansion or for the purchase of plants; on super-depreciation equal to 30% of the cost of new tangible capital goods acquired during the 3 tax periods (with some exclusions); on the contribution relief for companies on the new hiring of workers registered on the job start-up lists in those 3 years; on obtaining a tax credit equal to 40% of the costs for staff training; d) an extension of the possibility of access to entrepreneurial part-time also for public employees and for those with an active license, regulating the conditions and requirements; e) a “training package”, based on a revision of the law on the right to study and continuous training in the workplace (especially in the field of computerization, digitization and language skills) also with alternation between training and work. The latter on the “training package” was the only appeal accepted, thanks to the availability of the Secretary Belluzzi, whom we thank.
Clearly inadequate government
About everything else, nothing. No vision, just the need to find debt for unsustainable current spending. Faced with the obvious inadequacy of Gatti and of the entire Government to address the decisive issues for the future of the country and the sustainability of the budget, we can only point out our great demand and ask for a strong discontinuity, of men and of policies.
