In Russia, owners of cars and motorcycles were exempted from mandatory vehicle inspection, a law signed by President Vladimir Putin published on the official Internet portal of legal information.

Amendments were made to Article 15 of the Federal Law “On Technical Inspection of Vehicles and Amendments to Certain Legislative Acts of the Russian Federation” and Article 15 of the Federal Law “On State Registration of Vehicles in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation”
The rule only works if the car or motorcycle is in private persons and is used for private purposes.
A number of exceptions
For taxis of other vehicles used to transport passengers, a technical inspection remains mandatory. The same applies to personal vehicles used for business purposes.
In addition, the driver must receive a diagnostic card based on the results of a technical inspection in case of registration, the design of the machine, from the year of manufacture of which four years have passed (including the year of creation).

Legal entities are also required to carry out technical inspections of their buses and trucks on a mandatory basis. The procedure should be performed for a car over four years old when registering, changing the owner, changing the design and replacing the main units.

Traffic police initiative
The traffic police of Russia launched an initiative to cancel the mandatory technical inspection to the government in July 2021. The department referred to the fact that the rules of the road already contain a clause obliging to keep his car in good condition.
