Anti-violence Oil Convention, San Marino climbs on the podium of virtuous countries.
The green light, explains in a note the Democratic Confederation of San Marino workers, “Arrived on 21 December last during the session of the Foreign Affairs Commission, which expressed the acknowledgment of Convention no. 190 of the International Labor Organization, Convention on the Elimination of Violence and Harassment in the World of Work, adopted in Geneva on 21 June 2019 “.
“The implementation of this very important document – underlines Milena Frulli, deputy general secretary of the CDLS and head of the Women Group – is a precious opportunity to protect and enhance the condition of women, but not only that, in the world of San Marino work. The Commission’s acknowledgment assumes an even more relevant value in this historical period marked by the Covid-19 pandemic, which has increased the phenomenon of violence in the workplace all over the world. Our history, studded with great social achievements, requires our Republic to make a qualitative leap in the defense of all workers and all workers who suffer violence in the workplace “.
Frulli, therefore, points out: “With the document ‘Equality and Rights Beyond the pandemic’ of last March, the Women’s Group of the CDLS and the entire democratic Confederation have the merit of having opened the debate on a topic of such great importance in the country and, after the audience with the Exc. Captains Regent, our commitment continued for many months with repeated and unheard calls to politics. The issue addressed by the Oil Convention has always been heard by the CDLS and is a qualifying part of the proposals put forward by the Women’s Group of the Democratic Confederation on 8 March at the hearing with the Regency. Our secretary general Gianluca Montanari, in his report to the 16th Confederal Congress which was held last October, had strongly reiterated the call for politics to proceed without delay with the ratification of the anti-violence Convention. The delegates of the Congress unanimously endorsed the appeal of the secretary general 16, inserting the request for ratification as one of the programmatic and qualifying objectives of the CDLS in the final motion of the meeting. A strong call to respect the commitment to ratify the Convention was expressed in my greeting address, on the occasion of the conference presented by the secretariat of state for labor together with the Italy / San Marino oil on 25 November “.
There is still a lot to do, “it is for this reason that immediately after the ratification of the convention it is necessary to immediately reaffirm the work to improve and complete our legislative sources and reaffirm the priority commitment to open all the tables by updating and revising the regulations contractual, even with the receipt of what is reported in Resolution 206/2019 which integrates Convention 190. The CDLS also deems it necessary to introduce specific laws that are regularly updated ex officio criminal proceedings in cases of violence and harassment, overcoming the need for a party complaint and, as already mentioned, there should also be provisions to protect the weaker parties who report the abuses suffered. The multi-year protocol on the elimination of violence, harassment and gender discrimination in the world of work is a good starting point guaranteed by the employment secretariat to start a discussion on this issue “.
The CDLS and the Women’s Group of the Democratic Confederation express the hope that San Marino is quickly transformed into a country that consolidates a legislative, regulatory and contractual system that demonstrates “Zero Tolerance” towards any form of violence and abuse in the workplace, both towards male and female workers. “Let us never forget the principle – concludes Milena Frulli – that a good employment contract is one of the most effective forms of defense against abuse and violence in the workplace”.
