19.12.2021 7:29 | Press Release
The City Hall will take over the land under the unfinished torso of the Town Hall 8 in Palmovka and complete the Prague project itself, at the same time a tripartite agreement was approved between the capital, the Prague 8 district and Metrostav Alfa.
The Council decided on this. m of Prague. The capital will also forgive Prague 8 most of the three million subsidy it received in the past.
“It simply came to our notice then. The state of the Nové Palmovky project, where the city district office was supposed to be, is a sad business card of Prague 8 from previous election periods. Thanks to intensive negotiations with the current management of Prague 8, we managed to unblock the situation. In addition to forgiving the subsidy debt that the City Hall of Prague 8 has towards the municipality, we will also take over the land with the building and find a solution that will be beneficial not only for Prague 8, but also for the citizens of the whole of Prague. I believe that this will soon start to change for the better here, “says the mayor of Prague, Zdeněk Hřib.
“We have been working on the coordinated development of the territory for more than a year. Due to the investment possibilities of the capital city of Prague, the possibility of connecting with the new city district on Palmovka is now opening up, which will bring a new multifunctional district of really short distances. Palmovka thus has a chance to transform from one of the most neglected inner peripheries into a lively city district, ”says Petr Hlaváček, First Deputy Mayor for Territorial Development, adding: including a new primary school for existing and new residents. “
City Council In 2017, the City of Prague approved the provision of financial resources for the Prague 8 district in the total amount of up to 600 million crowns. The new money was prepared for the completion of the Nová Palmovka project, where the Prague 8 City Hall and the headquarters of the Medical Rescue Service were to be established. m of Prague. In the following year, both parties concluded an agreement that regulated the exact conditions for providing the subsidy. These included, for example, an agreement that the construction would be completed by June 30, 2014 at the latest.
The total subsidy was to be released by the capital city of Prague in three installments. The first installment of 300 million crowns was paid out, but the other two were no longer. According to the agreement, the eighth city district had to financially settle the subsidy in favor of the capital already last year and subsequently the due date was postponed to the end of 2020. However, due to the poor financial situation of Prague 8, only minor part of the subsidy in the amount of 55.2 million crowns. By not returning the remaining 244.8 million crowns, the city district of Prague 8 abolished budgetary discipline due to the unjustified withholding of funds.
“Prague 8 really threatened to fail and would not be able to provide basic services, such as the operation of kindergartens and primary schools or care for the elderly. That is why I have proposed such a financial solution that will not allow the historical mistakes of the local politicians to harm the inhabitants of Osmička. I hope that those territories are now dealing with the systems, next time we will consider our constant shouts about an activist coalition that does nothing, “says Pavel Vyhnánek, Deputy Mayor for Finance and Budget.
The tripartite agreement between the capital city of Prague, the city district of Prague 8 and Metrostav Alfa will also end years of litigation.
“Unfortunately, the previous management of the Prague 8 district not only stopped the entire project in 2015, but also required a subsidy quite unnecessarily, while sufficient reserves for the completion of Palmovka after the 2014 elections were in the accounts. Our management came at the end of 2018 just at the moment when the whole problem with Nova Palmovka, including the outstanding subsidy, had to be solved. I am glad that this is succeeding at the cost of this agreement, because the entire Palmovka area will receive an impulse to develop from the capital, the city district of Prague 8 will receive additional funding for development in the coming years and will not bear the burden of debt to Prague. The negotiations between us and the leadership of the capital were not easy, but certainly fair. There are moments when we have to be able to get over the fact that we have different opinions on a lot of issues in Prague, and to be able to agree on solving fundamental problems. I am convinced that both parties can be quite satisfied with the resulting compromise, “adds the mayor of Prague 8, Ondřej Gros.
“The construction project of the Nová Palmova complex in Prague 8 for about 1.1 billion crowns, which was to include the new town hall and originally also commercial premises, was approved in 2010. Due to uncertainties about the ownership of the building and disputes with the construction, Last election period, the facility was never completed. Given that this is an unfortunate milestone of the past, and especially a set of properties that are to become the property of the capital city of Prague, it is essential that all disputes and possible legal claims beyond the city district be resolved. It is one of the neglected localities within Prague, and in order to start its overall revitalization and resolve the area, it is necessary that it is not burdened by further and legal disputes, which this agreement allows us to, “adds the councilor. m Prague Jan Chabr.
The municipality is currently working on what to do with the building – there are currently three options. The building on Palmovka could house, for example, the European Space Agency, officials of municipal companies or Prague will offer the building in a concession. However, none of the variants envisages that the object would be sold. Its future should be clear in the first half of 2022.
