San Marino. Two secretaries of state positive at Covid
Positive Secretary of Finance at Covid, the budget law is blocked
ANTONIO FABBRI – Yesterday in the late afternoon the worrying communication from the Regency which, having summoned the urgent group leaders, communicated to the Council the suspension of the session, which should continue even at night. The reason for the positivity to Covid of the secretary of state for finance, Marco Gatti, precisely. In addition to him, the Secretary of the Interior would also be positive, Elena Tonnini. The voice also warned on the radio that the finance secretary Marco Gatti could be cold.
The communication has left the entire Council in stone, where it is not excluded, at this point, that it may have generated an outbreak of contagion. Hypothesis not considered considering that the councilors were closed all night in the Palace to carry on the discussion of the budget law. The situation, on the other hand, is not the best in the council chamber as regards the distance and the size of the environment, despite the fact that the Regency had to ventilate the room every hour. During the discussion of the budget law, the secretary of finance, visibly cooled, was also approached by some councilors who asked him if everything was okay and if it was not the case for suspension. Instead, we went ahead, going straight through the night and until last night when the communication of the suspension from the Regency arrived.
Now it has been decided to subject all the councilors and secretaries of state to the swab and already last night several had already taken the exam. Probably today the results will be known, but it is known that the valence of the tampon is only temporary and valid for 48 hours. Therefore, according to what was decided, the Council should resume on Monday after swabbing all the participants who had not tested positive up to that moment.
It is evident that Secretary Gatti, if positive is confirmed, will also have to be replaced in the discussion of the budget law by a colleague of his, provided that no one else is positive, given the inevitable close contact, especially in this phase of discussion of the financial, among the members of the executive. Probably the most suitable to take the place of the Finance Secretary could be the Foreign Secretary, Luca Beccari, but we’ll see.
It is not excluded that the Council meeting may move to the Kursaal. Already by the opposition, in truth, it had been proposed in the presidential offices prior to this session, of this demanding session at the Palazzo dei Congressi and to prepare the tampon before each session. A proposal which, however, is evident[1]mind has not met with support. Even most of the voices had proposed to proceed, given the situation of out-of-control infections, with the approval of a very technical and dry budget law, and then in January immediately settle down to work with the accompanying regulations, to complete the financial work by qualifying him more. This hypothesis was also evidently rejected, proceeding with the “traditional” budget marathon. Now, however, the consequences, in the Council as in the country, are being suffered of a clear underestimation of the problem. It is also difficult to say how the Council will proceed now. If we were in a similar situation, for example in the school, those present in a class where there are infected people could be placed in trust quarantine, as well as for work activities, if they had been infected in the same office.
Probably in the hours it will be known which solution will be adopted in order not to block the board’s work. The only thing that is known at the moment is that it should resume work, it is not known whether at the Kursaal or at the Palazzo, with a buffer for those who will take part in the session.
