Senators have already sent their initiative to the Russian government. “The existing measures of administrative punishment are not a serious obstacle to illegal transportation,” they stressed. In the current legislation, the concepts of an illegal carrier and regular transportations do not indicate efficiency, which is in the “powers of the supervisory authorities to suppress illegal transport.”

Now illegal transportation “pulls” the passenger traffic, lower fares and higher costs due to non-observance of mandatory rules. In addition, they, on the contrary, may inflate the cost of tickets, since flights on rare routes are used.
Vasiliev agrees that at the moment the organization of transportation without a license is threatened with a fine for citizens and experts in the amount of 50 thousand rubles, for individual entrepreneurs – 100 thousand rubles, for legal entities – 400 thousand rubles.
“The increase in monetary fines will not have a serious impact. A completely different matter is the deprivation of rights for a significant period of time and the detention of vehicles, ”- the sanctioner.
Earlier, the Russians were told a plan to introduce biometrics in transport. The head of the Ministry of Transport, Vitaly Savelyev, said that by 2035, almost 80 percent of the country’s population will start using this system.
