Panev, DB: The energy system in Bulgaria has been very poorly managed for 15 years
Surprisingly and without debate – the deputies imposed a moratorium on the collection of electricity and heating. However, is it necessary to re-vote the moratorium?
“A re-vote on the electricity price moratorium is needed because one mistake was made in the foreign vote. It was decided that the moratorium will respect the price from January 1, 2021, and the new regulatory period is from July 1, 2021 to June 30, 2022. With the new decision of the Temporary Energy Commission, which we adopted today, we will freeze prices for electricity and electricity. heat energy and water supply and sewerage services as they are from July 1 this year, “he said Vladislav Panev from “Democratic Bulgaria” in the studio of “The Day ON AIR”.
The moratorium is a nuclear option because it introduces some uncertainty, but in the Bulgarian version – it brings security, not only to consumers, but also to business, which is excluded.
“There are two more options that will not be adopted within one working day of a plenary session. One option is to change the Energy Act, according to which the regulator can change the price during the period of the regulatory period, if there is a serious change in market conditions, which obviously exists. The second option is to change the composition of the EWRC, which I expect to happen in the coming weeks. “ Panev stressed.
Everyone except the MRF voted for this moratorium.
“He realized what we had voted for about 5 minutes after the vote. The action plan for the next 24 hours was taken half an hour after the vote. We were aware that we needed to convene this temporary committee to decide on a re-vote on an amended text of the moratorium. Its whole thing is not all the extra panic on the market. “People and businesses are nervous,” he told Bulgaria ON AIR.
Now Bulgaria is a carrier of electricity. If we look at the whole trade balance, the country benefits from these high pricesbut our business is suffering, he added.
“Apart from these debts, which have been accumulated by Toplofikatsiya in the last 15-20 years, there are also objective reasons for the increase in the company’s costs – the price of gas and others. Solutions must be sought there as well,” Panev said.
According to him, the energy crisis is all over the world, not only in Bulgaria.
“It is not very fair to blame the current or past caretaker government. The energy system in Bulgaria has been poorly managed for 15 years“, Panev thinks. And reassured everyone that there is no option for Sofia residents to stay cold this winter.
