In Toulouse, Éclisse Promotion aims to build the city on the city
The Toulouse developer is launching an original program this week along the canal: a former professional room is raised and transformed into homes with a total of 15 homes.
Despite the health crisis and its consequences for the aeronautical industry, the metropolis of Toulouse is still getting 15,000 new inhabitants per year. Figures that were recalled last week during the Simi, the real estate fair held in Paris. On this occasion, the Toulouse Métropole attractiveness agency also noted the net creation of more than 10,000 jobs during the first quarter, a sign of demographic dynamism. “We know that the challenge of welcoming these new inhabitants will also have to go through the construction of the city on the city” analyzes Cyril Gasparotto, General Manager of Eclisse Promotion.
Recreate current housing
To put this precept into practice, the promoter from Toulouse is launching the Ricochets residence at the end of the year in place of the former “L’Élat de verre” boutique, a framer who has ceased his activity. Located on the Boulevard de la Gare, along the Canal du, the program will make it possible to significantly save the surface area of the building to create a total of fifteen housing units. “We are creating two and a half additional levels, ie 50% more of the surface compared to the existing one,” explains Cyril Gasparotto. For a promoter, such a site is also part of a learning curve in “building the city on the city” with new construction techniques. The heightening is based on a wooden framework so as not to create overweight on the existing one. Built on three levels, the residence offers two-room and three-bedroom apartments including duplexes from € 299,000. Building the city on the city also makes it possible to adapt the accommodation to the tastes of the moment, in particular by creating balconies and terraces of 10 m for all the lots.2 which were very often non-existent on the frame until the 1970s.
In this spirit of keeping up with the times, Ricochets will offer a coworking space of 300 to 400 m2 on the first floor. “The promoter should not limit himself to building. Today, he must offer services in his residences. Here, the coworking space makes it possible to deport the office that was so badly needed during the confinements ”specifies the director. The idea is not to dedicate an office room in the apartments that will only be used 5 to 10% of the time, but rather to favor the use of the collaborative space on the first floor for teleworking, for example. An operator will be chosen by the promoter to manage this coworking place.

From an architectural point of view, “to be well accepted by residents, this type of operation must respect the existing one, which explains why we keep the art deco spirit of the facade”, adds Cyril Gasparotto. At the rear, on the other hand, it is a more contemporary treatment with the creation of exterior spaces. To succeed in moderately densifying this right-of-way, Eclisse had to derogate from article 152-6 of the town planning code, in particular the power to increase the height and reduce the number of parking spaces in order to promote living space. In addition, two social housing units are part of the program. As for the schedule, partial demolition work will begin in January 2022. They will be followed by the construction phase with delivery in summer 2023.
