On December 13, a meeting of the EU-Ukraine Political Dialogue took place
The EU-Ukraine Political Dialogue traditionally meets at the end of the year to analyze the results of public administration reforms and discuss further steps.
The event was attended by Minister of the Cabinet of Ministers Oleh Nemchinov, First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Kornienko, Head of the Support Group of Ukraine, Deputy Director General of the European Commission on Neighborhood and Enlargement Katarina Maternova, Head of Justice and Home Affairs, Include Struggle with Corruption ”Support Groups of Ukraine Frank Paul, Head of the Program for Support of Improvement and Management (SIGMA) Gregor Virant, representatives of the EU Delegation to Ukraine, Secretariat of the Cabinet of Ministers of Ukraine, Ministry, National Agency of Ukraine for Civil Service, EU4PAR »etc.
The year ends with the current Strategy for Public Administration Reform until 2021, and we can already sum up some results.
Despite all the challenges and difficulties that were carried out during 2016-2021, according to preliminary estimates, 80% of the planned activities and about 70% of the indicators were implemented. The final estimate of EU budget support programs is currently being refined, but the estimated level of its implementation is also around 70%. Thus, no other Ukrainian strategy and previous budget support programs can boast such results.
Today it is necessary to continue the quality of improving public administration. That is why the efforts of the widest possible range of stakeholders – Parliament, the Government and civil society – can be consolidated in order to develop a draft of the new Strategy.
It should be noted that in the framework of the preparation of the new Strategy in support of the EU4PAR project, a sociological survey was conducted among citizens and businesses. The key indicator is that 82% of respondents confirm that public administration reform is the key to the success of all other reforms. Thus, an obvious step for the Government was the approval in June of this year of a new Strategy for Public Administration Reform for 2022-2025.
The next step will be to conclude agreements on a new EU budget support program. This process is intensifying in the near future. As such a hold plays a very important political and important role, it convincingly demonstrates the role of state reform and further consolidation of the management of key stakeholder symbols within the country. And the maximum consolidation of all efforts is exactly what we need especially now to fulfill our commitments.
This year, issues were raised that raised many issues during the Political Dialogue last November. especially:
– the procedure for selection for the position of civil service was terminated and full-fledged competitions were resumed;
– the procedure for their implementation has been updated, which now also takes into account the requirements for social distancing in quarantine;
– the process of implementation of the framework of competence in the civil service and procedures for reforming promotion, application of disciplinary sanctions and dismissal of civil servants has begun;
– the implementation of the information system of human resources management in the civil service (HRMIS) continues;
– approved a communication plan and communication on the importance of public administration reform.
The future plans:
– adopt amendments to the Law of Ukraine “On Civil Service”.
– ensure the classification of positions and reform of remuneration of civil servants;
– update the Single job portal “career.gov.ua”
– complete the reorganization of ministries, ensuring adequate funding for directors.
During the meeting of the Political Dialogue, Oleksandr Kornienko, First Deputy Chairman of The Verkhovna Rada of Ukraine, praised the progress made in the field of public administration reform, according to the Law of Ukraine “On Administrative Procedure”. You also need to continue the following areas:
– reform of remuneration of civil servants,
– complete the formation of directors in ministries,
– to settle the issues of services in local self-government bodies,
– to improve the competitive procedure for the position of civil service category “A”.
This is a mandatory preparation of the Code of Public Order, which, in particular, will regulate the activities of persons holding political office.
On the part of the EU Party, Katarina Maternova positively noted the improvement of cooperation between the Government and the Parliament, and also expressed special support for the leader of public administration reform – the Minister of the Cabinet of Ministers Oleg Nemchinov. This marked the impressive progress in the field of digitalization and outlined some areas that need further attention: the full launch of HRMIS and the adoption of the Strategy, it is reforming the public financial management system.
