Toulouse sets up a municipal mutual for seniors: here’s how it works

It was a campaign promise of Jean-Luc Moudenc when he was a candidate for his re-election for mayor of Toulouse: the establishment of a municipal mutual for those over 60 years old.
Friday December 10, 2021, the creation of a mutual was on the menu of the municipal council, which voted to approve the partnership agreement with Mutuelle Just. “It is in accordance with our electoral commitment, which had been very clear and precise”, moreover welcomed the mayor of Toulouse. Here is in detail how this mutual, which will come into force from 2022, will work.
A mutual fund reserved for seniors
“Many Toulouse residents did not have mutual insurance coverage because they did not have the means. The idea is to have a common mutual fund with low prices that make it possible to reach Toulouse residents who are in difficulty, ”recalled Jean-Luc Moudenc a few weeks ago. This will therefore see the light of day in 20 since an agreement was adopted with the mutual JUST, which was selected after the examination of several applications.
It will be reserved only for over 60s. A priority assumed because according to the municipal majority, “senior citizens are particularly concerned by giving up care for two reasons: they need more care because of their age, and the cost of complementary health care represents a substantial part of their costs. budget, due to the progressive tariffs linked to his age. In addition, the quality of retirees of some of them deprived of the employer’s participation and of privileged corporate collective tariffs had not been able to benefit until then ”.
What are the criteria to benefit from it?
Who can benefit ? Modest retirees without being eligible for CMU. To benefit from the municipal mutual, you must meet the following criteria:
- be domiciled in Toulouse
- be over 60 years old
- eliminator of income below 1,800 euros net monthly (i.e. the equivalent of the median income of a senior for the year 2018 at € 1,770).
How many seniors can they benefit? “Quite honestly, on did not calibrate. But we know that there is 20% of seniors in Toulouse, and understand, many of them are eligible, ”explained Patricia Bez, deputy mayor. Who adds: “The partnership with the mutual company will be for a period of two years (renewable once, editor’s note) and will result in an evaluation ”. This agreement “will not give rise to no financial participation from the town hall of Toulouse ”.
Hotlines for senior informants
“A large number of hotlines will be held to receive and support the people of Toulouse in municipal premises, and in particular in senior restaurants, ”adds the deputy mayor. Hotlines which will be held from January 2022 in many areas of the city.
