Johnová (Prague to herself): The financing of social services is still not a mandatory state expenditure

The councilors of the capital agreed on a framework document of the regional level, which determines the strategy for the development of social services in the territory of Prague.

The creation of a Medium-Term Plan is an obligation under the Social Services Act, it conditions, for example, the drawing of a state subsidy for the operation of social services. Due to the unapproved state budget, Prague and other regions do not know how much money they raise to finance social services.
“The substantive measures of the Medium-Term Plan build on previous experience with the development of the social services network and new projects in the last three years, when a project to transform the system of services for people with disabilities was launched. Furthermore, in the last two years, the system of care for young children has been deinstitutionalised, the reform of mental health care has been accelerated or activities in the areas of homelessness and housing support for families with children from hostels have been fundamentally managed. At the same time, however, the capital is dealing with an uncertain state contribution to social services for the following year. The state budget will not be approved this calendar year and from January, state expenditures will operate in the so-called provisional budget. Prague, like other regions, does not know how much money the state will release to finance social services.
“We are in this situation mainly because the financing of social services is still not a mandatory state expenditure. Therefore, every year it is not known until the last moment how much money we get from the state for the regional network of social services. The business card of the state’s care for the stability of the sector is even sadder this year, at first the draft budget lacked two billion crowns for social services, now we will go to the provisional budget. Therefore, Prague will approve as much as possible its share of the public contribution, ie the grant of the capital, to send this part of the funding to the providers as soon as possible. This is approximately 30 percent of the funds in relation to state funds, which will ensure the operation of services and at the same time give space to respond operatively to the actions of the new government in the first months of the new year. If we have to take further measures, we are inclined to partially pre-finance the state subsidy of the capital, “added Milena Johnová.
