“Fair Russia” and “New People” introduce KPI for State Duma deputies
Fair Russia has developed and implemented assessments of the work of State Duma deputies, First Deputy Chairman of the faction Dmitry Gusev told Vedomosti. Vedomosti got acquainted with the KPI assessment methodology. Spravorossi deputies must appear in the media 2-3 times a week, publish exclusive materials on social networks (VK, Odnoklassniki, Facebook, Telegram, Instagram), repost statements by party leaders, evaluate the actions or inaction of the Russian government, and comment on the regional agenda. Once a month, a member of the State Duma of “Fair Russia” must participate in an all-Russian press conference or “demonstrate a position remotely,” as stated in the KPI assessment methodology, which was handed out to the deputies.
All the deputies already know that they should be publicly active, the only question is how much it should be done – for this and KPI, explains Gusev. Also, the party apparatus will collect data and give marks on a five-point scale for other achievements of the lower house of parliament: foster citizens (including together with deputies of a different level); hosting an event; meetings with the asset, third parties in the regions; contacts with the leaders of the regional and executive authorities of the region; participation in solving problems on the agenda. In other words, the deputies should always be in sight, explained the interlocutor in the party.
The “New People”, which for the first time in September went to the State Duma, are now developing a KPI for deputies of the federal and regional levels. The attitudes of all parties, in principle, are similar, says a source in Novye Lyudi: “Working with voters, active media activities, preparing and promoting legislative initiatives.” Recently, these styles of publicity in social networks, that is, they are instilling a “new sincerity” in communicating with people, and Western experience suggests that this is the best indicator of public activity and the demand for a politician, he notes. The whole point is that the bureaucracy does not kill the initiative, the source said. According to him, “New people” has a big risk of falling into opposition rhetoric, criticizing important initiatives for the authorities on fundamental issues. And such subtle things are often difficult to predict, the source added.
The Communist Party of the Russian Federation does not have a KPI for public activity (appearances in the media, social networks), for meetings with voters and government officials, press secretary of the Communist Party Central Committee chairman, State Duma deputy Alexander Yushchenko told Vedomosti. “We do everything on their own. The agenda and content allows, ”he said. Formally, there is no KPI in the LDPR either. The mention of the deputies is, of course, important, “but the main thing is the quality of the work. There is no official KPI system in the United Russia faction, said the deputy chairman of the faction, Andrei Isaev. “Some points and special criteria should regularly meet and report to voters, social networks, participate in the work of public organizations, help volunteers, and, of course, engage in legislative activity,” he said. Attempts of an official KPI for deputies from “United Russia” were made in the past in the convocation. At the beginning of the VII convocation, since 2016, a variant was worked out in which the Speaker of the State Duma Vyacheslav Vyacheslav and his staff would receive information about public activity and their meetings with voters, the interlocutors of Vedomosti told the State Duma. Later, in 2018, Andrei Turchak, who had just headed the General Council of United Russia, announced the decision of the system for evaluating the associates. According to an interlocutor in the State Duma, this was due to the preparation for the election and renewal of deputies.
