Seven months after announcing the amount of investment dedicated to the Region by the Ségur de la santé, the ARS Nouvelle-Aquitaine drew up its regional strategy for investments in health for the period 2021-2029. We also promised it: change methods, change gears, trust the players, give leeway, to define the most appropriate responses to healthy land use planning while increasing cooperation. These are the hallmarks of the regional strategy in New Aquitaine. Change of method, because the strategy is the result of an abundant and constructive discussion with the actors in the field and the local elected officials; it is a collective work and I would like to thank all the contributors to this work. Change of speed of the car in just a few months, despite the unprecedented health context, the territories now have visibility on the projects which improve their cost in charge. Finally, and this is what matters to me above all, the territory is the center of our policy. The 120 priority projects in the strategy respond in each territory of Nouvelle-Aquitaine to the health needs identified by the actors. Ségur will therefore guarantee access to healthcare everywhere and will modernize the healthcare offer in all regions.
DEVELOP URGENT AND NON-SCHEDULED CARE SERVICES
Angoulême Hospital Center Angoulême | Charente (16)
The aid directed to the Angoulême hospital provides for the restructuring of emergencies and the reconstruction of the pharmacy for internal use. These needs are justified by a constant evolution in the number of emergency room visits (150 or even 200 per day compared to 80 in 2001) and the need to build a new pharmacy for internal use, currently in unsuitable premises that do not allow an optimal link with the benefits. The modernization of the premises will make it possible to improve the working conditions, to optimize the conditions of reception of the patient, his support and the technical services of the two services. Finally, these restructurings are continuing without the objective of rationalizing the circuits with the other parts of the establishment, with which they are intended to be in contact. Saintonge Saintes Hospital Center | Charente-Maritime (17)
The establishment is undertaking four projects, including the construction of a new outpatient medical and surgical center and the restructuring of emergencies in order to meet new capacity needs. The regrouping of emergency services (general, gynecological, pediatric) requires the extension of the building with the adaptation of the premises as well as their security. This project is part of the desire to improve and simplify the patient circuit, in particular with a location near the operating room and close to multi-disciplinary consultations. In addition, this architectural program aims to defend the medical organization by, for example, a box dedicated to psychiatric care. The establishment is also carrying out the project to restructure psychiatry activities in the Saint-Jean-d’Angély basin as well as the project to extend the dialysis center. Marmande Hospital Center Marmande | Lot-et-Garonne (47)
The emergency reception service (SAU) of CHIC Marmande Tonneins fulfills a public service mission by providing 24/7 care on a fairly isolated territory that is not immune to the aging of its population. In 20 years, the number of emergency room visits has more than doubled, thus justifying the resizing of this acute care service, which is a priority. This operation requires the demolition of part of the adjacent administrative buildings which require their relocation. The establishment, faced with major difficulties, will be able, thanks to this help, to regain “breathing” and improve its daily functioning. It may, for example, reduce the payment period for its suppliers, which has deteriorated in recent years. Beyond this improvement in the current situation of the establishment, the latter has been able to look to the future thanks to other aid from Ségur investment: change of the SAMU software in connection with the regional hospital group, renewal of its stock SMUR ambulances, modernization of its anatomopathology laboratory, acquisition of telemedicine equipment.
