The National Confederation of Trade Unions of Moldova is organizing a protest in front of the Parliament, demanding that trade union demands from the budget system be taken into account.

The National Confederation of Trade Unions of Moldova requests the Parliament of the Republic of Moldova:
1. Maintaining the wording proposed in point 4 of art. XIII (regarding the exposition in a new wording of art. 211 of Law no. 270/2018 on the unitary salary system in the budgetary sector) of the draft Law for amending some normative acts (budget-fiscal policy for 2022). ) and voted in first reading by the Parliament, through which the staff from budgetary units will benefit from an annual award for the activities of the previous year, proportional to the actual time worked in that year, with the immediate entry into force of the given change. annually for the increase of 2020;
2. Allocation of additional financial means for the award of the annual increase for the year 2020 in December 2021, for employees in the budget sector.
„By approving at the Government meeting of December 3, 2021, the opinions on the amendments to the draft State Budget Law for 2022 and the Law amending some normative acts (budgetary-fiscal policy for 2022), the annual award for salaries in the budget sector for 2022. 2020 will not be paid. At the same time, at the proposal of the Government, the application of the current provision of art. 211 of Law no. 270/2018 on the unitary salary system in the budget sector, according to which the annual award will be paid to the staff of the budget units for activities activities in the management year, although in the draft budget-fiscal policy for 2022, approved by the Government on November 19 and Parliament’s first reading provided for the amendment of the article in the law, which allows budget staff to receive an annual award for the activities of the previous year, in proportion to the actual time worked in that year, which allows the award for the annual and 2020 increase. .
Moreover, in the draft State Budget Law for 2022, it is proposed to specify art. 3, lit. f) of the draft law on the state budget for 2022, which would allow the payment to all budget units of the annual prize for activities in 2021 – in 2022, in case of a possible insufficiency of financial means in 2021.
Thus, examining the Government’s opinions on the amendments to these important annual laws, we can conclude about the lack of the right to benefit from the annual award not only for the results of 2020, but also for the uncertainty of paying the annual award for 2021 this year, which is inadmissible. especially in the context in which the increase of the reference values is planned by only 5.6% – 5.9% in the conditions in which the average consumer prices only in the period of 10 months of 2021 increased by 8.29%, following to increase by the end of the year, starting from the increase of tariffs for energy resources that will affect the purchasing power of the population as a whole “, said the representatives of the National Confederation of Trade Unions of Moldova.
