That gilded since December 4th
The new Corona Protection Ordinance came into force on Saturday, December 4th. The seven-day hospitalization incidence is used as the main indicator of the incidence of infection. This view is based on the number of corona patients in the hospital per 100,000 population in seven days.

But those are not the only criteria. Further indicators are also the incidence of the past seven days, how high the utilization of the intensive care beds in the hospitals is, how many people are vaccinated and finally how large the proportion of intensive care patients with Covid in the total intensive care capacity is . In addition, the rapid tests must not be older than 24 hours when they are presented. PCR tests must not be older than 48 hours.
The following rules have been in effect since December 4th:
Contact restrictions for unvaccinated people:
- Unvaccinated people are only allowed to meet members of their own household and a maximum of two people from another household at private get-togethers in public and private spaces. This does not apply to children under 14 years of age.
- Spouses, civil partners and partners in a civil partnership are considered to be one household, even if they do not have a common place of residence.
- For private gatherings where exclusively Vaccinated or convalescents participate, the aforementioned contact restrictions do not apply.
Private meetings in hotspots:
- The seven-day incidence of new infections is over 350 when & all contacts are reduced. Then at private celebrations and gatherings of vaccinated and convalescents a participant limit of 50 people indoors and 200 people outdoors.
Here the 3G rule gilds (vaccinated, recovered or tested negative):
- Events of school, university, vocational or vocational education as well as early childhood education in child day care
- Trade fairs, as far as these are accessible for commercial resellers, commercial consumers or bulk buyers, congresses and municipal exclusive bodies
- Non-tourist overnight stays; Non-immunized persons When & upon arrival and again after another two days present a test
- Beer dinners, civil weddings
- Indoor gatherings
- Public transport, also in buses and trains (Infection Protection Act)
- Hairdresser visits
- At the workplace (Infection Protection Act)
Here the 2G rule gilds (vaccinated or recovered):
- The retail trade. Exceptions to this are the food trade, including direct marketing, beverage stores, health food stores, baby stores, pharmacies, medical supply stores, drug stores, opticians, hearing care professionals, petrol stations, newspaper sales outlets, bookstores, flower shops, pet stores, animal feed markets, garden centers and wholesalers.
- Events and facilities in the field of culture, sport and leisure
- Trade fairs and congresses that do not fall under the exceptions mentioned in the 3G rule
- Museums, libraries (except for the contactless return and loan of books), exhibitions, concerts, theaters, cinemas
- Tourist overnight stays and tourist bus trips
- Animal parks, zoos, amusement parks, swimming pools and wellness facilities
- Body care services (with the exception of medical or nursing services or visits to the hairdresser)
- Gastronomy (you are only allowed to pick up food and drinks)
- Joint sports practice (competition and training)
- Christmas markets and folk festivals

The 2G plus rule applies here (vaccinated + tested or recovered + tested):
- Dance events including private parties
- Carnival celebrations and comparable traditional events
- Sexual services (brothels, swinger clubs and similar establishments)
Exceptions for 2G and 2G-plus:
- Children and adolescents up to and including the age of 15 years
- Persons who can present a medical certificate, which is not older than six weeks, which certifies that they cannot be vaccinated against Covid-19 for health reasons; these people must present a negative test.
Tests of children and adolescents:
- For pupils aged 16 and over, the test certificate will be replaced by a certificate from the school. Due to their age, children and adolescents under 16 years of age are considered to be pupils and do not need a test certificate or a school certificate.
- Children up to school entry do not need a test. You will be treated like the tested.
This is how many spectators are allowed at major events:
- a maximum of 5000 spectators indoors.
- highest 15,000 spectators outdoors.
- Standing places may not be occupied.
- If this cap is not exceeded, up to 50 percent of the total capacity can be used.
- Here, too, only vaccinated and convalescent people have access, who also have to wear medical masks.
The mask requirement applies here:
- It applies regardless of whether a person has been vaccinated, tested, or recovered.
- A medical mask (at least a surgical mask) must, among other things, continue to be worn: in local and long-distance public transport, in retail, in indoor areas with public traffic.
One Special regulation also prohibits the operation of clubs, discos and similar establishments.
These are the penalties:
- According to the Infection Protection Act, administrative offenses could be punished with a fine of up to 25,000 euros, according to the Protection Ordinance.
- Prime Minister Hendrik Wüst (CDU) urged to adhere to the rules. “Anyone who violates this is not committing a minor offense, he is not only playing with his health, but also with the health of others, and he is gambling with the overload of the intensive care units.”
- Where admission controls are not possible, this should be done regularly.
