Jacques Dalex, mayor of Faverges-Seythenex and president of the Communauté de Communes des Sources du Lac d’Annecy, was “L’Invité.e H2O” this Sunday, December 5, 2021. One hour of interview for border mobility issues on the territory, the high school project at the sources of the lake, the cultural and sports policy of its municipal team and also the town’s Christmas market.

Asked first about the mobility issues in the department, Jaques Dalex supports the region’s competence in transport issues and supports a global approach. It thus defends its position of leaving the transport competence to the region. For the chosen one: “This competence is well oriented by the region, which is committed to listening to us. “ The mayor of Faverges-Seythenex thus wishes to develop local mobility on demand for the inhabitants of the sources of Lake Annecy.

On the question of the TCSPI (Public Transport on an Integral Site) in the Greater Annecy agglomeration, Jacques Dalex invites the region to take an interest in the question of the Albertville-Annecy line: “The concern of the inhabitants of the sources of Lake Annecy is to go to Annecy. This is where a solution must be found. And the solution is between the region, Greater Annecy and all the communities of municipalities. Today we cannot talk about mobility without talking about the region. ”

Asked about the difference in the price of the bus ticket between Duingt-Annecy (€ 1.50) and Doussard-Annecy (€ 4.50), the elected official recognized an inconsistency: “There is a problem, we have to harmonize these prices. We have to find a solution. ” The elected official said on the subject.

Another stake for Faverges-Seythenex, the creation of a high school on the sector of the sources of Lake Annecy. “For me, high school is an essential part of town and country planning. We have our high school students who do an hour in the bus morning and evening. It is at the same time a problem of regional planning, a problem for the children who undergo that and an enormous stake for the development of the sources of the lake. ” The arrival of a high school will allow Jacques Dalex to bring dynamism to the sector, especially since school service is essential in the lives of residents.

As for the location of this school, several choices are possible: “As president of the community of communes, I say that he must be on the territory of the community of communes, as mayor […] I say that we can put it on the territory of Faverges-Seythenex. But if my partner mayors from other municipalities tell me that they have another, more central location, the idea is also to receive high school students from Duingt and Talloires, the idea would be Doussard. The question is, does the town want it? But also does she have the land? There are a lot of things to put in place. “

Jacques Dalex said he had already written to the president of the region on the construction of a high school at the sources of Lake Annecy: “He replied verbally that he was quite supportive Then the chosen one joked: “But it was an election period so … I’m still waiting for confirmation”

For the President of the CCSLA: “There is no longer a divide, everyone has understood that it is necessary to stop concentrating all services on Annecy. “

The interview then focuses on the acquisition of sport / culture competence in the community of municipalities. For the president of the CCSLA, the first summer was done spontaneously by the inhabitants of the territory, gathered in the cultural and sports associations of the neighboring municipalities: “Today, this common life, we have to translate it. We will have to make a commitment, it poses problems, it is complex, it costs money but it is in the area of ​​time and it will do it. We are with the mayors of neighboring municipalities on this journey. It has to benefit everyone. It was done by convention but on a tool which allows us it is the community of communes. Our citizens have the same concerns, the same problems, the work package. ”

When the municipality transfers a service to other municipalities, the community continues to pay the operating cost. When new facilities or activities are created, it is the intermunicipal association that pays. The municipalities continue to subsidize their associations, the community of municipalities can also subsidize the associations. The community of municipalities has resources : “It’s not too much a financial problem but a desire to work together. ”

The elected representative even mentions the possibility of a future gathering of municipalities: “We don’t know what the future holds for us: the meaning of history is the coming together of municipalities. What was done in Annecy, it will surely be done one day, not under my mandate but it is the course of history. “

Asked about the upcoming dojo / gym project on Faverges-Seythenex, the mayor guaranteed its construction under his mandate : “Today I can assure that in my mandate the sports hall, therefore the dojo and the gym, will be made. We have a lot of associations and we lack equipment. We must not talk about it, we must do it and we will do it. ” For the mayor, the works should start in the next two years and the room should see the light of day in approximately three years. Project of the previous municipal team, for the current mayor there is no question of partisan divide: “There is a need, if it is legitimate in the fact. “

The construction of the infrastructure is estimated by Jacques Dalex at around 2.5 million euros: “The municipality has the perfect capacity to finance this necessary equipment. ”

Another topical subject for the municipality: the installation of a reception area for the community of travelers. According to the law, any community of communes must equip itself with a reception area. The CCSLA still does not have one, Jaques Dalex has announced that he wants to unblock the situation: “I said enough is enough. Faverges is ready to commit and do it. “ The chosen one is joking : “I heard a sigh of relaxation from the other mayors” .

Asked about the location chosen, Jaques Dalex replied that he had decided on the Prés d’Enfer sector. But as he confides quickly, things have changed: “Some have told us ‘we don’t want to’. “ The mayor explains that the file is currently blocked by “The immediate neighbors. “. Faced with this situation, the mayor of Faverges-Seythenex turned to the prefect. The latter, according to Jacques Dalex, said that the location was not desirable.

On this file, it is therefore back to square one.

Also questioned about the current situation of the tourist office, the mayor of Faverges-Seythenex explained that a new director had arrived to take over the tourist office: “We finance this equipment but there is a relatively independent management which is done in good agreement. The funder has no decision-making power. From December 15 a new director arrives. Things have to go as smoothly as possible. C’est la vie, the director had been there for ten years, he left for a professional progression in another sector… that’s very good. Someone is going to take it over and bring in some new ideas and carry on with what has been started. ”

The interview ends with the approach of the Christmas festivities. This year, Faverges-Seythenex will have the right to a certain number of events: “People were waiting to meet again. We don’t try to compete with bigger cities with a lot more resources than we do. But in the current context, the Christmas holidays are important. I’m afraid we’re entering a difficult period… We will do everything to ensure everyone’s safety and that everything goes well. “
