The Parliament of the Republic of Moldova today voted in the first reading a bill, which provides for tougher sanctions on political and electoral corruption. However, these may be insufficient given that in recent years, the electoral campaigns in the Republic of Moldova have come to cost millions of lei or even euros. This is the conclusion reached by political analysts Anatol Ţăranu and Victor Ciobanu, during the debates on this topic of the “Point on AZi”.
Anatol Sărăranu is also of the opinion, stating that the fines would be small for some parties that indicate revenues of millions of lei, or when the interests of some state institutions that would generate profits tens of times higher than high are at stake. election campaign expenses.
“It simply came to our notice then. The measures with fines, with the removal from the campaign, they are necessary, also amendments do not hurt. But it would be an illusion to reduce everything to just that, and that will not bring out corruption. Mr. Ciobanu is perfectly right. So much money is at stake that these fines look like baby toys. We note that, with 85 votes, the deputies approved in the first reading a draft law, which provided for some normative acts and aims to revise the criminal and contraventional legislation, in order to develop mechanisms for preventing, effectively investigating and sanctioning political corruption. . electoral.
DOCUMENT aims to improve the legislation, for the correct and free organization and conduct of the electoral process. The initiative addresses issues such as the misuse of administrative resources in the election campaign, the organized transportation of voters to polling stations and the involvement of non-profit organizations in the election campaign.
The draft law also provides for the amendment of the Contravention Code. The transportation of voters to the polling station, on election day, will be sanctioned with a fine from 60 to 120 misdemeanor units for individuals and from 180 to 300 misdemeanor units for legal entities. The organization of transporting voters to the polling stations will also be sanctioned. At the same time, the use of hate speech and incitement to discrimination will be punished.
