Traveling to Lyon and Bourg-en-Bresse, Jean Castex takes up some proposals from the departments
Prime Minister Jean Castex took a step, this Friday, December 3, 2021, in the direction of the departments, by taking up some of the 102 proposals they had presented the day before to “act with the French”.
“We are forced to work together“, recognized the head of government during the 90th congress of the Assembly of the departments of France (AdF) in Bourg-en-Bresse.
Faced with the criticisms suffered by the regional health agencies (ARS), Mr. Castex planned to “the place of local elected representatives in their governance (…) and the granting of a vice-presidency of the agencies“.
He encouraged loud applause by reaffirming that “the common law jurisdiction for roads is the department“, at a time when the State is offering the regions to resume certain sections of national roads.
Congress attendees also triggered the government’s decision to propose college managers dependent on departments, a long-standing demand.
Territorial Cohesion Minister Jacqueline Gourault tabled an amendment to the 3Ds decentralization bill, which the National Assembly studied from next week, “giving departments functional authority over college managers“, he explained.
“I sincerely hope that the National Assembly the voter“, he added, acknowledging however that this draft law on decentralization”was not a revolution“.”It would not have been reasonable, as long as the health crisis is not over, to upset the rules of the game“, explained the Prime Minister who pledged to”make improvements“to the text.
The head of government also recalled that he had taken measures to “stop the bleeding (…) of the workforce around the departmental prefects who have fallen by 35% in ten years“.
During its congress, the AdF unveiled on Thursday 102 proposals for “restore confidence in the French“, in agreement with the departments more fiscal and economic competences, but also in the field of transport and citizen democracy.
During the rest of the day, Jean Castex, accompanied by the Minister of Health Olivier Véran, makes several visits around health security. he notably went to the laboratory of the civil hospices of Lyon.
Then its program provides for a visit to a vaccination center in Saint-Bonnet-de-Mure, as well as to Lyon Saint-Exupery airport to observe the control systems and passenger screening.
